I think the minimum possible energy for a monk is 25 energy (with my -10 set). In order for the person to remove wither + malaise, first the person would HAVE to spam/use enough energy so that he/she would have less than 25 energy to remove them. This means you can always ensure a monk will have 25 energy or less, or force them to.

these skills are already powerful, a focus swap takes roughly 3 to 5 seconds in which you have no energy to cast spells. The requirements to get rid of these skills are then basically, less than 17 energy and a 3 - 5 second energy blackout.
