well the only missiosn you wouldnt be level 20 are the first 2 (and the first 2 can get masters easy with lower levels). any after that you should really be level 20 already
From what I saw in nightfall it seems the missions have a mixture of time/bonus master ranks

My thoughts exactly. Anyone who doesn't want to bother leveling up their character to be strong enough to contribute to the battle shouldn't bother to find a group. Personally, I never take anyone under 20 for missions on the mainland. I never took anyone under 20 past the desert in Tyria either. I'm sure it'll be the same in Nightfall.

You are pretty much expected to be level 20 by vizhuna square and it isn't that hard or take that long to get there.

I'm lvl 16, and I made it with henchies, after many tries with pugs (Mayhem in the City mission)..there was also a lvl 10 there when I arrived.

It's not Masters that made it this way. The Protector of Tyria/Cantha titles made it so. If people want to get the title, they can't afford taking low level players, as they won't get the bonus/masters that they are after.

If you're talking about Factions, getting to level 20 with 200 attribute points should take less than 2 days. So no, I don't think it is a big deal.
A bigger problem is people wearing newbie armor in lvl20+ missions (especially warriors).

Yes, there are plenty of sub-20's in Vizunah Square. I've seen very low levels like level 10 there as well. So what? They are probably still sitting there because they are completely worthless as far as contributing to the rest of the team. If you aren't level 20 by Vizunah Square, or at least close, then you obviously don't care about your character, so why should anyone else ? Take the time (only about 7 hours) to level up to 20 and then people will take you into their groups.

i've seen a level 6 on the co-op mission...over and over again with henchies trying to get tyrians to give him a free run. Last time I said to the group wait a minute; he'll rezone and we can get henchies. We waited a minute, got all canthan henchies and went for it.
I honetly don't see what people are doing trying to run their toons through at low levels. Is having to do the same mission over and over again really saving you time? Compared to other Online RPGs, guild Wars leveling tredmill is extrememly fast. Quest an hour or two; do it right for crying out loud.

Man, if you're talking about levelling in Factions, you should be able to get level 20, with all elite skills and 15k armour in EIGHT SECONDS!!!
Seriously, there IS a difficulty spike when you hit the mainland in GWF. I do think it was a bit of an oversight. Saying "people should grind before they get there" or whatever doesn't account for it; I never needed to do anything of the sort in Prophecies. By the time I got somewhere I was always the correct level for it, in Factions that isn't necessarily the case.

It doesn't take grind to get to where you need to be in factions. That chapter is specifically designed to get you to level 20 a.s.a.p. If you can't do that then the issue is with your own playstyle.

I've been level 19 at like.. tahankai temple >.< You just have to START a group if you wanna be low level. Everyones lazy. They'll come cause they dont wanna be leader

Who needs pugs with heroes anyways? I'd take my heroes and my friend's heroes over any pug any day. Heroes don't draw penises on the radar, swear at you for telling them their skillbar is bad and don't go afk halfway through the mission.

Aye. Once you hit the mainland, go to Kaineng, do the quests that make the Am Fah in Waijjun Bazaar friendly, then run around the Bazaar doing the quests there. You'll be level 20 before you know it.
Heck, I finished off getting Survivor for my first Elonian that way... then realised that sooner or later I probably will be looking to get Quivering Blade for her (she's a P/W, and at some point - probably after she finally dies for the first time - I will be looking into taking her into melee every so often). Oh well, the Am Fah aren't all that tough, so I guess I'll get the majority of the quests in that zone done and then put up with having to clobber them every so often.
'Bout time I did the 'Refuse to Drink' side of that quest, anyway...
