AHA I GOT IT! Guys, guyyyys... we don't need to make this SO complicated.
Quivers need only be a part of a characters appearance, nothing more.
PRIMARY RANGERS have an option to show/hide their quivers, like a cape or mask. When you wield a bow, it has to show, but you can hide the quiver when you fight with a sword, staff, etc. You can also hide it in town whenever you want.
SECONDARY RANGERS: Their quivers will be shown on their backs whenever they wield a bow. If you are wielding a bow in town, you can show your quiver.
Seems simple enough.

Lol would be funny seeing warrior with hammer dangling from they belt but why don't you have it attached to your back like the person from Lord of the rings with the shield and when you change weapons different hammer goes on your back

Remove string mod from bows and place it to quivers... like if i have sundering string on my bow i'm not going hit enemies with it... "i'm wielding sundering short bow of defense" should be "i'm wielding short bow of defense and sundering arrows"...

As an actual item, quivers and arrows are just a limiting expense to ranger, it is nice that you don't have to worry about ammo management.
As an energy item, Rangers shouldn't be able to use an off hand item with their bow, the bow itself has a strong strategic attack strength, with the longest range, and typically slow fire with higher damage then most melee weapons, this allows for the safest distance, wile putting up high enough numbers to naturally punch through armor, besides being piercing.
As a simple cosmetic addition, If they can make flowwing capes, there is no reason why they can't make a small round canvas on your back, and have the arrow appear in your hand when you draw. They could make different looking quivers that can be equipted to your off hand simply for fashion, or they could make an arrow part of the bows makeup, allowing for damage type to be selected by arrow upgrade items on the actual bow elemental damage, wile allowing the shaft and string to alter different specks for the bow, and along with that show the arrow quiver on their back.
This is primarily a cosmetic concern, but it is still worth adding, creating arrows magically by bending your elbow is kind of cheezy, you would think if they could magically make arrows they would make them right on the string.

Quivers would be nice, maybe change them for the ranger face mask bit which I personally hate and never show. So change the head peice thing to an accessory, but then you wudnt get your head armour, so there would need to be something thought of there, but this idea makes a quiver useful, and changeable.
(Quiver of Beastmastery wtf!!?)
