There is no need what-so-ever for a tactic outcast shield. They made the shield strength only to keep it to warriors only. There is no point in making it tactics just to satisfy one person's vain 'needs'.

I think they should make a tatics and strenght shield for every shield.
For example, that shield Shield of the Wing is AWSOME, but its tatics only =/ |

Shield of Wing as the Exact same skin as the aegis, which is req strengh.

I found a tactics Outcast a while back. It was purple and didn't have very good mods. It did look nice on my melee rit however.
