I propose a different idea. Make festival hats a special item that you can wear WITH your current headgear. You know...the way Maplestory implemented it.

How would a decorative hat realistically provide armor to your character. The key word is decorative. They are for decoration, just like the pumpkin helmets. If a pumpkin gave you additional armor then before going to war soldiers would put on pumpkin helmets for protection rather than a steal mask. The same thing goes for holiday decorative hats. Anyways your just supposed to wear them in town and use your W/Mo knight's helmet when you go out to chest run ROFL.

umm.. you do know that you can hide helmets. So your saying going without a helm offers more protection than a santa hat?

I kind of disagree with this. Hats are simply decorations and prizes to show that you attended an event. They're not meant to be anything more or anything less and I don't think they should be.
Still, it might be interesting if you could at least attach runes and insignias on them... that way they wouldn't get any more bonuses than what you are willing to spend on them.

my dragon mask doesnt have armor but it does have a rune of vigor on it.
I think it should (if changed) cost more than 2k. Thats a hell of an armor upgrade 0-100. maybe 5k, then if you wanted the +1 to what ever attribute another 2k, then add the runes. thats a money sink.
Or just let it sit on top of other helms

Make them just like hero headgear, +1 to attribute same as attached rune, AL dependent on profession and level. An insignia slot as well.
Make them cost 2k from the hat guy. Normal max headgear is 1.5k + materials, so 2k seems like a reasonable price. Or even as high as 3k. Another gold sink ftw.

Variation on the idea: During a particular time of year, festival hats be armored.
i.e. During Wintersday, all Wintersday hats are max armor. They go back to zero after the festival.
This way, it'd add to the festive spirit during that time of year, reward veterans of past festivals, and not create a situation where people are wearing santa hats in PvP year-round.

seems a good idea to me, i would disgree of armoured helms except for that instance, cause there just for fun. I think anet chouls consider making other festival items, eg. Festival shoes (eg Elf shoes for next years wintersday or Tangu chest pieces so evenutally u could have a full set and be able to run around looking from head to toe like a Tengu. That would be a cool addition full costume sets.
The helms are cool but if u keep the same item (more or less, since there only variations of the prev years ones) eventually people will get bored of them. Lol unless they make more transmog style tonics, so i can turn into a tengu or Dragonoid
