In that sense, acting like a shield, yes it's max with a nice low requirement.

And yes, even though when you met the req for some of the +e bonuses you are getting the max +12e, it's still not a standard off hand and you do not get max with ALL of them.

OMG....I'd have moved to Europe if I could have gotten that item!!

Tell there is a ballance where an offhand has more armor than a shield and better energy.....

This is why they need to upgrade all of the preorder items, increasing some and decreasing others...

Seems fair to me; it's the only shield where you can get 14 armor, 30 hp, and 2 energy all in one.
