Seriously, spells are meant to be cast while NOT moving. This is the same for almost all RPGs.

An interesting concept, however, as you have presented it, this is indeed overpowered. For something of this sort, the duration should not exceed the recharge. The ability to endlessly trail a target firing off powerful PBAoE spells sounds fun... a little too fun.

All spell interrupts still work without adjustment. All snares work fine with no problem. Only Mesmers could make decent use of it, and they have no overpowered skills that would break the game with this. The secondary skills max out at L12, so it's not like having L16 damage applied with ease.
A Mesmer hardly has the defenses to chase down anyone for an extended time without fearing for his life, especially since you can't use Distortion with this elite stance.
And anyway, tweaks would be done before it came out so that the end result is fair. But as written it's effective and would generate different approaches to defense, but not overpowered. I can't think of one unstoppable, game-breaking build with it.

Hummm, interesting concept.
Looks to me that some people are objecting on eternal casting, so the idea would have to be to remove that possiblity. To that end I suggest you add "when moving you're...
a) ...easily interruptable
b) ...spells cost 100..50% more energy
or
c) ...all spells cause Exhaustion
Another drawback could be that this could only be used with mesmer skills. Ie, no Me/E fast cast running flare-spam.

Fast casting makes it where the mesmer can dish out spells fast and then move. So it's not like you're gonna lose a lot of time running with enough fast casting. Besides, use Illusion of Haste or something to run people down and then spam them with hexes.

Any pause allows Assassin chains to begin or big Warriors to smack you hard. Plus all spells have at least a .75 aftercast, making you delay even more no matter how quick a spell casts. That's no longer a handicap with this elite.

Awesome idea!
This would make casting alot more fun, and being able to kite the melee players while casting. Of course, snares would still totally demolish this skill..

this REALLY reminds me of something from an MMO I used to play, Anarchy Online, where all the high level casters would use items that reduced their chance of being "interrupted" (not in the GW sense, but by moveing), and would strafe back and forth whenever they did anything...and kiteing had a whole new meaning (you would see a lone NT (think ele) useing AoE nukes to kill about 10-30 monsters at once while kiteing)
Still, this would be pretty fun, except you would probably see some REALLY unballenced stuff....although I cant think of what right now
