You couldn't do an expansion on pre, that deals with time travel issues.
You can't go to the charr homeland, because if they're pushing their best and brightest at us they'd all be low levels, not to mention we'd not have outposts. Didn't they come at us through flame gates or something anyways?(I don't have the book for the first one lying here ...)
I think they threw in a few too many cultures in the first one to keep on with expansions, in this way. I think they should let up with the Tie-ins to real world.
I don't think America before colonization would make for good gaming, armor anyone? What's that? I'd think the Grawl are already pretty similar to something of that nature. Loin cloths and head dresses. (but I don't get the all hammers thing.)
As far as location, I would like to see a thin strip of land(not necessarily an island, but something geographically seperated) Travel would be a bit linear, but you could stretch it longer and get in polynesian islands all the way up to the north pole. Hawaii-west coast dry sunny, mountains, rainforesty north west, all on up to ice 24/365, but plane like, not real similar to shiverpeaks.
Maybe a frozen forrest in place of extreme NW/canada
A crystalline forrest sounds like a good idea the more I think about it, maybe I'll do a complete new writup on it, but I'm talking rainforest all of a sudden frozen, no snow, but frozen bush, layer of ice on everything, small animals frozen to stuff, heh....
