I don't know why anet didnt update there level too 15 aswell...Some of my characters have level 5 Koss/Melonni's etc. I think anet should do an update and change the heros levels for the Tyrian/Cantha characters.

Did those characters get heroes before that "foreigners get heroes at lvl 15" update? Because I think it only affected those who got them afterwards...

add this to the LONG list of corrections made long after it was relevent. They should have had this implemented shortly after release, not after everyone brought their factions/proph chars over and acquired all their lowly heroes

Oh for pity's sake, it doesn't take at all long to get those heroes up to spec. I had this problem on several of my characters, but a few quests in Kaineng solved the problem with ease.

Quit complaining and play the game.
