As for the concept of the class itself, I wouldn't agree with someone that is a half dragon or even uses dragons, they're just too powerful. In Guild Wars dragons are also very rare and special. If everyone and their mother had a person who was a half dragon it would take away from their coolness. My way of seeing it would be someone who's fighting style imitates dragons, like how kung-fu imitates animals. It could be cool but not totally broken and over the top. Thats my two cents on the subject.

well.. I think it is very very good, and can see you put some time and effort into it. Much better than that I could of done. Kudos.

Hmm... Dragoner, eh? Personally... I'd imagine it to be similar to Dragoons or what have you from Final Fantasy (I think, only ever played FFVII and FF Tactics Advance )...
It'd be a lighter melee attacker, similar to... ehmm... the dervish or even the 'sin in some ways (Factions had the 'sin, Nightfall had the dervish, thusly ch4 gets a Dragoon! Now... we need a support class for A-net to nerf into oblivion! ).
However, rather than relying on enchantments, like the derv; or surpise attack combos like the sin; the Dragoon (Dragoner? Don't sound right...) would use a multitude of stances in battle. Not stances like Frenzy or Dash, but stances with various interestin' effects. Heck, you could even have, like, combo stances, so entering one stance while leaving another would trigger effects... hyaaagh... now I'm thinking....

Right. Weapon would be, befitting of a Dragoon, a melee polearm. Like Daggers, that come in slashing and piercing damage, polearms come with either blunt damage (like a quarterstaff type weapon) or slashing damage (halberd, anyone?). Damage range would be... a sword to the axe of a hammer (yeah... it's late ) - narrower range but with similar damage...
Same attack speed as a hammer, methinks (1.75 sec/attack, iirc)
23-32 Damage. Yeah. Two-handed in case I forgot to mention.
Armour... Sturdy-ish, ranger strength... But more melee orientated?
Basic max armour...
head - Dragoon's Bassinet AL 70 + 20 vs. physical
chest - Dragoon's Hauberk "" "" +25 Health
hands - Dragoon's Bracers "" "" +5 Energy
legs - Dragoon's Chausses "" "" +1 Energy Regeneration
feet - Dragoon's Greaves "" ""
... for 505 health, 25 energy and 3 pips of regen base.
Specific insignia bonuses for Dragoon? Um...
-->Dragonhide Insignia -3 elemental damage received (akin to Knight's )
-->Quicksilver Insignia +15 AL whilst moving faster than normal

For each rank in Dragon's Stamina, stances you use last 3% longer. Whenever a stance on you ends, you gain energy (1 energy at 3 DS, 2 energy at 8 DS and 3 energy at 13 DS). Many skills, especially skills calling on draconic aid, become more effective at higher Dragon's Stamina.
btw... e = energy, a = adrenaline, c = cast time, r = recharge
Sample skills:

All your attack Skills are disabled for 10 seconds. For 3...8 (10) seconds, target other ally gains 1...2 (2) energy each time you hit with an attack.
-Tahmu's Rage - Elite Skill - 10e 0c 15r
All your attack skills are disabled for 10 seconds. For 10 seconds, each time you hit with an attack, you deal +1...25 (33) damage to your foe.
-Reawaken - Skill - 10e 5c 15r
Resurrect target ally with 15% health and 10% energy. If you are in a stance, that ally is resurrected with 1...3 (4) health and 1...2 (2) energy regeneration.
-Everlasting Stamina - Skill - 10e 1/4c 30r
For 20 seconds, you have 1...3 (4) health regeneration. Everlasting Stamina is renewed for 15 seconds whenever a stance ends on you.
-Calm Body - Skill - 7a 3/4c
You gain 10...130 (170) health. If you are above 55...70 (78)% health after using this skill, you lose 3 strikes of adrenaline. Any stance you are in ends when you use this skill.

Polearm Mastery increases the damage you do with polearms and your chance to inflict a critical hit when using a polearm. Many skills, especially polearm attack skills, become more effective with higher Polearm Mastery.
Sample Skills:
-Leap - Elite Polearm Attack - 10a
Jump to target foe's location. Target foe is knocked down, and is struck for +3...35 (46) damage.
-Wild Thrust - Polearm Attack - 6a
Target foe is struck for +10...22 (26) damage, and loses 1 stance. Any stance you are in ends when you use this skill.
-Dragonbreath Swing - Polearm Attack - 7a 2c
You perform a sweeping attack that strikes target foe and all foes adjacent to your target. Any foe struck by this attack is set on fire for 1...3 (4) seconds.
-Savage Thrust - Polearm Attack - 5e 1/2c 15r
If you are in a stance, target foe takes +4...10 (12) damage and is interrupted. If you are not in a stance, then this attack deals +8...20 (24) damage instead.

No inherent effect. Many skills, especially stances and skills gleaned from dragonkin, become more effective with higher Prowess.
-Jagged Skin - Elite Stance - 10e 20r
For 5...11 (13) seconds, you have a 50% chance to block incoming attacks. Any melee attack blocked in this way causes the foe who made that attack to bleed for 1...3 (4) seconds. When this stance ends, all adjacent foes are struck for 10...63 (75) damage.
-Dragondance - Stance - 8a
For 8...14 (16) seconds, you attack 33% faster and have a 33% chance to block attacks. This skill is disabled for 15 seconds.
-Flamedragon's Fury - Stance - 5e 20r
For 7...15 (18) seconds you deal fire damage, and your attacks deal +1...5 (6) damage. If this stance ends another stance, all nearby foes take 5...46 (58) fire damage and you lose 2 strikes of adrenaline.
-Stormdragon's Haste - Stance - 5e 20r
For 7...15 (18) seconds you deal lightning damage, and you move 25% faster. If this stance ends another stance, 1...3 (4) foes in the area take 7...39 (45) lightning damage, and you lose 1 strike of adrenaline.
-Roar of Triumph - Skill - 9a 1/4c
If target foe is below 50% health, you gain 5...67 (81) health and lose 1 condition.
-Burning Desire - Skill - 15e 30r
For 13...22 (25) seconds you attack 33% faster. If any of your attacks fail to hit, Burning Desire ends, and all nearby foes are set on fire for 2...6 (8) econds.
