Default Shield Upgrades

i don't know if this has already been discussed as i couldn't find anything my self, but, one thing that really has be bothered atm is the shield upgrade system.

basicaly, when i got NF i found that you could now not only inscribe shield, but add upgrades to them as well, (not to mention off hands, wands etc), and i just happened to find a +30Hp shield handle while in vabbi, and being a player for almost a year, and having both previous games, i had an old shield in storage with the -5 damage mod but no health mod, and i thought "hey, this inst an inscription, so it should work on older stuff", i tried to attach it, and to my horror, it didn't work, why i ask you, this is a "upgrade" were talking about, not a inscription, i mean, why shouldn't it work on older shields from different games, its like, they have made other upgrades fro all games, but apparently, you MUST have NF if you want to add stuff to a shield, which imo is both unfair, and also, doesn't make any sense, you can add a +30 sword pommel to a tyrian sword, if you got it in NF why not a shield handle, to a tyrian shield, which doesn't have a "handle" mod at all?, if there is some actual, viable reason for this, i would appreciate knowing, as its been annoying me for weeks.

Inscriptions and components(not upgrades) both don't work on older armour shields weapons and offhands.
Part of that is annoying as my monk has some nice looking armour, but if I wan't to inscribe it I will have to get rid of it in favor of elonian armor.
I'm not sure how Anet justefies that every crafter in Elona makes better armor than the crafters in other continents even though they are only 15 armor they are still better/more refined or something.

So I do not know why they do it, I guess because if they did they would have to go into every ones account find which items needed to be updated and do so, this would likely be a pain.
I have no idea why items are personal, they should contain a link to a item server which has the stats, not contain the full info on your character server.

Though I guess if they did that you could no longer add the customised for <name> on armor and weapons. As that would create way to many 'instances of' on an itemserver.
So they can't do that either because that would require them to check for everyone that has a customeded item and make a instance of it.
Kind of a looping problem I guess, sorta somthing they should have figured out during beta...
