Anet Should Help The Color Blind!
I am cursed with the devastating affliction of red-green colorblindness. In case no one noticed, the health bar is red, and when you have a condition on you a greensih arrow pointing downward appears. I have one heck of a time actually seeing the thing, making me a really bad prot monk. (Is he blinded? Maybe? I really can't be sure....)
End colorblindess ableism now!
EDIT: Looks like someone killed my creative title. I was thinking, the easiest way to fix this (for me) would be to just put a black outline around the arrow. It's subtle, it's visible, it doesn't make your screen look like an LSD trip. The only other one I have a big problem with, the yellow/green colors of NPC's and characters just doesn't seem to be an issue for me. How often do I need to tell apart pets and people?

I was laughing when I opened this, mostly because I thought I was going to have to close it, and I was already laughing about what silliness could be posted behind such a title.
I myself know a few colorblind people...they don't play Guild Wars...but I can see where you're going with this. Something like this, I would suggest also emailing to them as a suggestion, I know often times they tell people with suggestions to take it to the forums to see what others think about it, but I just can't imagine this forum is full of colorblind people who will back you up.
It might be worth it to send them an email as well.
Good luck with this, might I ask what you are suggesting they add? Like some sort of way to change the color of the health bar?

We suggested allowing user defined colours on the minimap, health bar and so on ages ago - little red and green dots don't help much for red and green colourblindness. Allowing users to define the colour of indicators would be handy.

Have you tried adjusting the gamma and contrast setting individually for both red and blue on your system Display menu?
You should be able to make all red (bars) show as much lighter in contrast and Blues (which would also affect greens) show much darker in contrast.
Of course you've dealt with the issue from the get go, so you have probably already tried the standard gambit of solutions…
Be curious to see how and if you manage to solve the problem.

I have a guy I work with that has the same problem. We'll be whiteboarding stuff and using different pen colors to augment what we're laying out, and it means nothing to him. Really opened my eyes (no pun intended) to the problem. For example, web sites with poor color design....

It might be a bit hard for them to add a UI that changes colors consdiering the sheer amount of things that would need to be adjusted. But if it is doable, by all means I support this suggestion because I myself am sometimes slightly colorblind due to my near and farsightedness.

Hooray!!! All those "/signed"s for us colourblinds...
I myself am only fairly deuteranomalic, so not as bad as the OP on the scales. For me, the worst I've noticed in the game is that I can't tell apart the yellow and green shades used for party member and NPC names. That, and telling Ranger and Necromancer bosses apart from their auras.
EDIT: And in the future, perhaps you could go for a less offensive (or at least politically charged) title.

This is a problem that ANET needs to deal with, even if customisable colors aren't doable easily, ANET could just add a choice of several different schemes designed for just that problem
