Proposal: /duel capability while in explorable areas
NOTE: A dueling suggestion was put in over 6 months ago but it was based on an a spontaneous arena "duel" between two or more people.

My idea is significantly different and much simpler. No arena and only between two players.
If two players wished to duel each other, they would form a party and exit the outpost. Any witnesses would also need to be in the party. Of course, normal party member limits for that outpost would apply.
One player would initiate the duel by targeting the other player and typing /duel. A short timer would trigger once the /duel request was accepted.
Any combat from outside the two dueling players would abort the duel.
No outside healing or support would be allowed while the duel was in progress
The duel would have no PvP value although a title rating could be based on dueling victories.
The duel would be to the death with the defeated loser respawning at the resurrection shrine if they are not rezzed by a party member.
ANet could decide whether a death penalty would be in effect or if the instanced zone would still be active for quests.
Fleeing a certain distance from the opposing player would abort the duel.
Dueling between players is a no brainer. Duel capability is an easy way to add content for minimum effort.
All those bored people in outposts having hissy fits with each other can now step outside and fight.
Duels are useful, not only because they are fun, but they are a good way to hone skills, settle conflicts and/or prove/disprove a point.
