How did you arrive at this very specific number?

Some things should be permanent IMO. Allowing people to freely change their sex, name and appearance is a recipe for thoughtless and haphazard character creation without consequence.

While we're talking about Sex Changer NPCs, why not have a Skin Tone Changer NPC? Finally we can all be like Michael Jackson!!!
/silliness
A hairdresser sounds alright though.

A game I used to play had Sex Change, Hair Change, Hair Colour Change, and Skin Colour Change potions that were fairly rare. A Hair Pot would change your hair to the next one in 'cycle', so you might've needed a few to get the hair you wanted. Same went for the colours.

Some things should just not be applied to a game, this is one of those things.
Also say this happens:
example: character is male named: "Jeff sddfjdfjdf"
then you change the sex-a woman named Jeff?

Yes? What's wrong with Jeff being a woman's name? Or are you that ignorant as to deny some parent's right to have their child made fun of?

Being that none of the gender changes were particularly kind to my characters (except my Ele, but especially for my Warrior), I'd have to say I would not like this gender change to be permanent. I would not be opposed to there being some sort of way for people to switch the gender of their characters, though I would not use it. I would love to see the possibility of changing one's hair and face added to the game (even if you had to pay in game gold to make the changes).

If you don't take the time in the character creation screen to figure out what look/sex you like best for your character, that's your own fault. Exercizing some patience and thought when going though the creation process would cut out most of the "I don't like the way my character looks" stuff.
I think it's quite the April Fool's prank, but as a permanent thing, no way! There have been more people (before they realized it's an April Fool's joke) screaming bloody murder because there characters have had the change than people who want to keep it.

I liked being able to see the armors on the counterparts (and not just a pic on a website).....my male monk is for the perma change, my male rit looks like he has downs syndrom as a girl.....my female ele (1st character), liked the change, was happy to see new armors, but I think she voices the opinions of the other female characters----nice for a day, horrible for more than that.(my 2nd female monk says never never and never--her male counterpart is butt ugly).
/signed for the tonics....as long as they work longer than just 5 minutes and allow you to zone without having to reapply.

I think it should be a window like the cape changer NPC. Where you can choose gender, hair style/color, facial features, and skin color. It would have to cost like 2-10k or something and have a limit (like 1 change every hour or something). With a price and limit per hour/day (or whatever) it would prevent abuse.
I do not think a name changing NPC is a good idea, though. There are already a ton of names being used.

I'm not sure about the NPC idea ... seems ... over-the-top IMHO. However, a Gender-changing Tonic doesn't sound bad. If they were rewards from any GvG Tournaments (for the winning guild or the great predictors), then I'm sure they could sell for quite a bit.
