The people who made this skill thought of a special effect for every core profession. Except the Mesmer.

I would'nt like it if they put an effect to defend against Mesmers considering how unwanted they are in Pve. I'm guessing if they did add an effect to mesmers it would be slows mesmers spells by 50% and then when fighting in places like tombs mesmers would be even less wanted.

I'll wait for the upcoming 50 PvE-only skills.
Maybe they'll fill all the gaps left by the PvP<->PvE balancing.
