No. GW:EN is an expansion. Not a campaign. So it will have things that you have in all of them:
High exp, skill quests and heroes.
Just wait and see.

**The Solution**
My idea and solution to all this is to add an NPC somewhere in *Elona* who can take an armor piece *customized to you* and at a small fee (not higher than 1k) clears that piece of all mods it had and turn it "insigniable".
This way you will still need to own Nightfall to take advantage of the Insignia system, but owning older chapters gives you access to tons of cool skins. So it works in both sides - if you don't have Nightfall, you get another reason to buy it, and if you started with Nightfall, you can get Prophecies or Factions to access the skins with no penalty. Brilliant?

Weapons are a different discussion entirely.
The point still remains that proph only PvE characters do not have access to every style of armour. In a game that revolves around balance how can you justify that?

I have 15k canthan on my elly, 5k kurzick on my monk, and 15k kurzick on my rit.
Compared to these, imo the NF armours look like garbage. Im never going to buy NF armour on my chars because I like the ones I already have a lot more, so please make them equal.

I don't think this is just about looks.
Remember armour in PvP is inscribable, making them very flexible for PvP. PvE character are at a disadvance because not all of them are inscribable.
Therefore this change should be made for game balance, if anything.

That's true! Perfect equipment for PvE is debatable (though i still would prefer it by far), but in PvP it's a must. So my alternatives are to either buy Factions/Nightfall armor (it's not that bad, but far below Prophecies) or play with an ugly PvP char. My motivation to play PvP would be a lot higher if i could play with my good-looking PvE toon i have since ages.
Dear ANet, is it really that hard to implement? It seems this would make a lot of players happy. Apart from that, this is the only thing left in Guild Wars i don't like.

I buy my armour based solely on looks - I like my girls to look as cute as possible . In Cantha and Elona, at least you can choose the armour function, and inscribeable armour is even better. I'm not really prepared to spend more money on new armour for all my characters just for the inscriptions when I've spend loads of money already getting most of them 15k armour. I would however like to be able to add inscriptions to the armour they already have even if I wasn't able to change the armour's function.

defeats the purpose of getting new expansion then...i dont know how it would seem unfair since others are paying for the new added materials in game while people who do not purchase the other chapters get the same benefits.
true we get alot more contents but i still see as unfair besides about you not getting a group and all..i dont think it has anything to do with the armor and health.my heros have no rune and they do fine in hardmode..
dont have to always listen to wat ppl say about ur armor and etc..

Your game balance is at the PvP character creation screen, far more easier than PvE. You seem to have it backwards - before you had to grind PvE characters in order to have the top kit, then they gave us a 2-minute creation process, as opposed to 10s of hours of grind.

And for those of who who want to use our PvE character in PvP?
My Ranger can be anything it wants to be, and yet I have a Ranger PvP character only because I don't have room for 5 different armour sets. Besides Inscripts for armour are not that expensive.
If anything I don't see no real reason for A.net not to change it.
Also for people who keep saying people don't buy Nightfall if they did, that is incorrect, Nightfall is all about heros.

Also your argument doesn't actually address the proposed solution, which is add an inscriber in nightfall, thus meaning you have to buy Nightfall to get the benefit anyway. So it's not unfair to other players. In fact it's unfair to players who have bought 15K armour from another chapter, only to have superior armour arrive afterwards. I spend time working for those armours, and now they gather dust as they're very much obsolete.

Glad someone understands, if the NPC is in Nightfall, then it wouldn't effect sales or anything.

I've wanted this change for a long time. There are certain Prophecies armors I'd love to use, if they weren't tied to lousy bonuses - Monk's Sacred, Warrior's Knights are the two that jump right to mind.
And the flexibility would be great even on Factions armors. I have a couple of 15k Factions sets that I'd like to change the bonus on.

Well I can see where people are coming from in terms of aesthetics, but I think many people forget that the initial Guild Wars (back in 2005) didn't have the armor options it has in Prophecies today.
AreneNet knows full well that hardcore gamers want the aesthetically pleasing armor and the powerful stats for their original characters. Its quite delibrate of them to not allow Prophecies armor to be "inscribable" so that it will motivate you to buy Factions, Nightfall or both.
I think it will be one of the last upgrades they would ever consider doing for prophecies after the Eye of the North expansion and just before the release of Guild Wars 2.
