Running Trade System
One of the most annoying things about running is when you run someone, and they turn out to be a scammer, getting a free run. While it's semi uncommon, I still have lost money numerous times due to this problem. So I was thinking that there could be a Running Trade System. It works like this:
1. You open a trade window up with the person you're running.
2. There is a running box next to the money box. You click it, and it displays a drop down list of all the places you've been to.
3. You select your destination and click submit offer. The other person, meanwhile, would be offering money. But the money would have to be in their storage, otherwise the trade could not be completed.
4. You both accept, and begin to run the person to their destination. When you arrive at that location, Guild Wars would take the agreed upon amount from the payer's storage and deposit it in the runner's storage.
5. Bingo. The runner gets his/her money risk free, and the payer's gets the run without being able to scam the runner. Also, if they payer tries to widthdraw his/her money from the storage, Guild Wars would deny the attempt. If either the runner or the payer logged out during the run, Guild Wars would instantly cancel the trade, and the money would again be able to be widthdrawn from the payer's storage.
In my mind, this would be an easy system to create and implement, drastically reducing the scams concerning running. It is fair towards both the runner and the payer, and ensures that both are fairly treated.

While this seems like a good way to smooth out the running process, bear in mind that running isn't actually supported by Anet, as its a service you choose to provide and bear the risks of doing so. So no, while it might be a good idea, I doubt they'd implement it.

Nah this isn't a very good idea. You could run to the outpost before it and the person would leave... scamming is still possible.
Also, Do the missions yourself, running is bad.

The game never was meant to have runners.
They left Lornar pass open because they are very good people, otherwise they would just put a dwarf there, not allowing you to pass unles you have already been in Droknar's.
Be grateful for it and try to prevent scamming by your own.

Make it a suggestion for GW2 as an possible extension of trade panel so you can offer your group member a location, quest, etc you know as an "item". When this happens, you get what you agreed upon on completion quest, get to location ...

If ANET wanted to support people skipping content, they wouldn't add a complex anti-scam system for runners. Instead they would make an NPC who would take some gold and teleport you to the destination, and have the added bonus of being another gold sink.
