Concept Skill: Rile
Rile
5 Energy
15 second recharge time
Skill. For 10 seconds, you attack target foe 33% faster and deal 5% more damage. But you receive double damage from that foe. This skill has a 50% chance of failure under four Strength. (Strength).
ADDED:
Since I noticed that this was easily more powerful than Frenzy, I make an adjustment.

Yeah, if you're interested to know what Rile means:
rile [rīl]
(past and past participle riled, present participle ril·ing, 3rd person present singular riles)
transitive verb
1. get somebody angry: to irritate somebody enough that it provokes anger (informal) (often passive)
2. make waves in water: to stir up water or other liquid violently

So its frenzy with a +5% damage boost, and longer recharge? I don't like the sound of it. If your looking to provoke anger, it should be either knocking them down, dazing them, or somethign that would provoke or "rile" them into being able to retaliate against u.

Savage, you only gain double damage from the foe you targetted with the skill. This means it's a free frenzy. If you use it on a monk.
The flaw is that it can't be removed. That makes it too strong.

For 4...10 seconds, you attack 33% faster. Tiger Stance ends if any of your attacks fail to hit.
Now, the skill is just adding 5% damage for a lower duration and double damage from that one foe. Tiger Stance isn't used in PvP because it's condition to end prematurely is silly. There is so much blocking and blind and other things going on that it really can't be relied on.
