If you make them repeatable you have to very carefully balance the rewards against the difficulty (and effort required!); especially with a token/collector/item scheme; else you risk upsetting the game's market (I cannot call it an 'economy' - sorry) which is not in anyone's interests - most certainly not that of the developers (who ultimately decide what to do - if anything!)
At a repeatable level, you'd have to crank up the number of Tokens to get any item to really high levels, say 10 or even 15 per item, which would place them out of reach for most players (which in itself would be counterproductive, after all ,the idea is to get as many people as possible interested in playing the quests, not ?) - suire, it would allow classier rewards, but, then you have to balance it against things like Ugoz' Warren, the Deep and even the Gate of Anguish ... which presents its own problems.
Additionaly, it presents a much bigger coding/implementation challenge to the developers (trust me on this one) which in itself reduces the chance of anything being done to adress the problem - which would be rather .. counterproductive, neh ?

Ah, may I remind you that there is a precedent for reimbursing players for past achievements (the Gain Razah quest; used to cost Anguish Gemstones, doesn't anymore, and everyone who did spend them got them back) - I see no objection to retroactively reward those who have already managed to complete these quests.

Altough I'd prefer them to give you the tokens if you've already done the quest. I've just finished all the Titan quests (so I have an empty quest log) but I wouldn't be able to get the tokens.

Idd, the rewards in Proph are worthless or even non-existing.
No endgame reward and no Titan reward. So this proposal is very good.
The quests are not that easy, u rly have to work for it. I should count in some sort of title to and should get a reward that suits the effort.
