Compared to Seeking Blade and Steelfang Slash, this skill would probably be a bit too good. I'd say increase the recharge to 5 or 6 and scale the adrenaline, 1-3 (0-15 Swordsmanship).

Hm...maybe it's a bad idea to make it a sword attack. How about we make it a melee attack and place it under Critical Strike attribute?

Because traditional assassins won't use dagger. They use sword, axe, hammer, whips, ropes, scythe, and anything that they can get their hands on. True assassins rarely uses daggers, because daggers' slashing power is just too little compare to a proper martial weapon. Daggers are only used because they can be hidden more easily and can be smuggled into places where weapons are not allowed...which doesn't make sense in term of Guild Wars.
And it just so happen that most of our melee martial weapon attack skills require adrenaline to activate.

Yeah, hisory aside, why would someone with the assassin as primary profession in guild wars ever use a sword?

That is the problem. We have primary monks that uses sword, but not assassin?
Serious though, just this one skill can open up multi-dimentional of gameplay. You'll start to see assassins to use sword, axe, and hammers.

Swordsmanship or the few "attack" skills in the Assassin line dont do that much dmg in comparison to what assassins can really do. Since your using a sword I'm assuming you are using a A/W build, but then your better off going with Tactics than swordsmanship.

The only reason monks and other casters use a sword is for the +5 unconditional energy and the +30 hp or +5 energy/20% enchants... ANY monk using a sword for other than that is a moron and should uninstall this game...

While interesting (I kinda want to sign this just for the sake of it), it seems a bit too specific. Only A/W or A/Ps who use adrenaline would use this. Furthermore, it seems kinda "overpowered." 5 adrenaline every 4 seconds!?! That's WAY more then dragon slash, a swordmanship elite. This skill would transition right into crippling slash and then malicious strike.
An assassin should never be able to out warrior a warrior with adrenaline gain. Your secondary class should complement your character build, not become it. As such, I can't approve of this skill. Those such builds inevitably get nerfed or raise a lot of uproar in the community (RaO thumpers, crit barragers, touchers, etc).
