This suggestion has poor timing.
Currently there is a way to get PvE skins on PvP characters, and that's by playing in the Automated Tournaments to get Reward Points and then spending them. This was added in an update yesterday, May 24th. You get one point for a win, plus additional points if you place in the top 16 for your bracket in HvH games. You get three points for a GvG win.
10 points will get you one piece of armor for one character. If that character is deleted, so is the armor you bought. This, of course, directly conflicts with the ability for a PvP character to re-roll in a moment's notice. I consider this system in that it removes the ability to re-roll, and it removes the ability to switch primary professions if you have only one PvP character slot.
Sadly, there have been a few indications that this new system is going to stay as-is. The only way to get new PvP skins is through winning ATS games (which I agree with), and then the rewards are only character-based (which I disagree with).
