Just to clear things up, a hurricane's destruction is mainly based on the water it brings in. So that would fall under Water Magic.
A twister/tornado would be better suited for Air.
But I think air has some really good single target attacks, I'd just like to leave it at that.
Chain lightning and Invoke lightning hurt enough as well.

A Hurricane is water and air which is what my suggestion was

And a hurricanes damage is number 1 from the air, unless you live somewhere like New Orleans where flooding is easy.

Hurricane 25/4/30, exhaustion:

Create a hurricane at target foes location. For 10 seconds, foes in the area move 50% slower and are knocked down every 3 seconds.

- Kind of a copy of MS, but more useful.

Tornado 15/3/20, exhaustion:

Create a tornado at target foes location. For 5 seconds one random foe for is struck for 63 lightning damage each second and knocked down.

- An earthquake which cycles through enemies one by one rather then hitting them all at the same time. Not really much use, but at least it would give us a tornado.

please no aoe in air..... you want an expensive skill here

25E, 3 sec cast, 60 second recharge

target foe and up to 3 near-by foes take 20...80...100 lightning damage and are knocked down. this spell has 25% armor penetration and causes exhaustion.

Well there are a few non electric skills, just as Water magic has a few non Ice skills.

On a random side note - Ice creatures are weak to Fire, Fire creatures are weak to Water its a vicious cycle since Water is Ice and vicaversa

This one sounds the best to me. Just drop some ranger spirits and have 5 elements run this. You'll have constant knockdowns and degen for the entire match......

ok here is the final argument about air not being aoe, this is a direct quote from the description of air magic attribute in guild wars.

Seriously, who comes up with these stupid ideas? I just finished reading all the idiotic posts in the "buff water magic" thread and I come across this?

Example. Fire magic doesn't cause armor penetration (air) or snare (water) or knockdown (earth), so I think I'll want searing flames to be buffed to have 20% AP, snare for 5 seconds 66% slower, and knock all foes in the area down. GG

Gaile - Skill 5/1/60

Gaile is summoned to deal one of the following three effects to target foe:

Transmutation - Foe is transformed into a harmless frog
Server Crash - Target foe recieves an error 7 and is removed from play
Banhammer - Gaile equips the mighty banhammer. This hammer has a 25% chance to strike target foe. If it hits, that foe is banned from GW.

chain and invote are technically one target, they dont do aoe they just jump. what i mean aoe i mean DoT AoE.

I'm so tired of PvE carebears who keep making thread to suggest something generalize Ele attribute lines. Like a thread about making 4 cheaps spammable spells of each line equal exactly, thread suggests buffing water spell damage as good as fire and air, and this thread suggests AoE spells for Air.
