Default Keep other campaign out of lower arenas

We can all notice that there are Dervishes, Paragons, Assassins, and Ritualists in the lower level arenas from different campaigns.
I'd just like to say I don't like it.
We can all safely assume that the person from a different campaign has the ability to get max armor which just isn't cool for people who just recently bought the game.
So, just to keep things a bit more... fair... I think characters from other campaigns just shouldn't be able to "Enter" the lower level arenas.
There could just be a message saying that you cannot enter the arena.

I don't really see that as a problem but fair enough it does give them an advantage.

lower level arenas?

Are these in the PvE or PvP world?

How did I miss this completely?
