I don't think they you should be able to just buy the hats, simply because some of them have some prestige connected to them, that shows that you are a dedicated player, and have been for quite awhile (I am, of course, referring to the Tengu one).
However, I do like what they did for Halloween and Wintersday. They offered hats similar to the old ones, but different enough to be able to tell the difference (For the Wintersday ones anyway. The pumpkin crown isn't really distinguishable if I just see someone running around with one). That's what I was hoping for this time around as well. Have both the demon mask (I quite like it. Especially the little antennae on the sides. Although I would have liked one of the Torment Claw ones) and a different dragon mask to the one last year.
I was a bit disappointed that they didn't have the Day of the Tengu this year. I can't see any reason not to do it (apart from the team being a bit busy, so that's understandable). I mean, even if the event was available for all players, so they could experience the same content as those who had a preorder of Factions, those players who were at the original would still have the original Tengu mask to show for it.
Also, to the point about the hats not really being important what with GW2 on the horizon, I'll say this: what if hats are recorded in the Hall of Monuments? It certainly wouldn't be all that hard to recreate the hats in GW2, since there's only ten or so different sorts of hats (although this number may increase before GW2 is released).
