Moral Boost
Morale Boost
In addition to a boost in health and energy; allow for faster skill recharge; increased attack/casting speed; increased health/energy regeneration; decreased condition times; others?…
Death Penalty could have the reverse effect.

im in mixed views over this...
I like the idea of making DP increase casting time and so on...that would make HM into a challenge...however newbies will really suffer from this as they are guaranteed to rack up DP fairly fast...so I'm really mixed over it, kinda neat though!
Edit:- fair point on GvG's would sod them up...put into PvE and keep out of PvP?

GvG is tight enough without worrying about a character getting DP'd out to the point of being unable to chain skills on whose recharge the entire build was made. Also -- as it stands, repetively killing a character in GvG, easier though it may be due to DP, serves to drain res sigs, but with a good hard resser, you're not about to rout them. Killing the mesmer 5 times is less effective than killing the monks twice each and the mesmer once, for example. I'd rather not see that character essentially losing any meaning in the fight.
PvE.. who cares.

Wah... -60% slower casting...?
Just getting to -30% would be a pain in hard mode.
I would agree with some new improvemens for morale boosts in PvE, like getting 10% when leveling up, but leave the morale boosts as they are for PvP.

All it does is encourage the sales of candy canes or other dp removers. I'd prefer not to take a death in HM and then not be able to complete it because my entire party has decreased recharge, attack, cast speed, and degen.

I would only sign if DP did not accumulate so fast and there was a cap on DP way before the -60%. Alternatively, what if both DP and MB caps leveled out to say +/- 40%, but they both decreased over time, not just DP. That way you would have to keep killing bosses to maintain effect.

I don't like this idea, especially for PvP purposes.
Also in PvE depending on the area this can have a reverse effect.

This basically sums up my thoughts. DP and morale do not need to be changed, and there is absolutely no reason for them to be changed.

For attacks speed, health and energy regen (but no lower than zero at -60% DP due to DP) and condition durations.
