Pre-Searing Hard Mode (LDoA reward)
i think people crazy enough to spend all that time on one title should get a little reward, something that should already be in the game, same requirments as in any other campaign, level 20, at least one character has to have finished game. Just something so Hard Mode makes it worthwhile to stay in pre-searing for a while once title is achieved

No.As i have title itself with my perma-pre, i say no. Why?
Better weapons and shields for these new who try to get them.Of course we get benefit from it, but it's not what i wanted. Some challenge mission
(NEW HEADGEAR!NEW HEADGEAR!), extra area, new skills, or something for us, but i think HM is too much.

The title itself was a gift to players for staying in pre-sear. As for adding new areas, I wouldn't recommend it as...well, it's a tutorial area. :P

I don't think HM would be a good idea.
HM brings better drops, tomes etc.
They would have to deactivate all that to avoid ruining pre-searing.

Imagine for a moment...
->You death-level for several months and eventually get Legendary Defender of Ascalon...
-->You gain access to Hard Mode... and try to come to terms with it. Forget not that the monsters have elite skills and hit faster and harder... though you still don't have Death Penalty, so you can kill them all eventually. You might find another LDoA to team up with and start farming.
--->You start getting max-damage weapon drops.... and golds... Naturally they're way better than anything available in Normal Mode Pre-Searing and everyone wants them (especially those who haven't got LDoA yet but are aiming for it)... so you start selling them for huge heaps of cash. That is to say nothing of tomes and elite tomes to allow you to use complex Farming Builds to get the gear faster (and even skills that will vastly quicken the LDoA process).
----> You become obscenely rich and people start getting LDoA more easily due to higher-level equipment. The equipment becomes more common and the price drops a bit, but not hugely... Pre-Searing becomes an unbalanced trade-fest... ruled over by the "Legendary Defenders" with the cash... which naturally brings in more people desperate to get the title... Those who aren't after the title won't even get a say.
The whole thing becomes a mess... basically.

I think this is the answer:
This has been discussed at length in very similar threads at least 2. Search is your friend. This screen pretty much covers it.
