Honestly, I think this is overpowered. Is the maximum 140 an absolute maximum, or a maximum addition (ie, max = 37+140 = 177)?
To balance it better, change nearby to adjacent, first. Remove option to target self. Add heal adjacent foe for 10...5 health.
It still might should require more energy. But with a 177 max heal possibility with only a 5 energy cost, you need a drawback such as healing the adjacent enemies.

140 for a conditional heal? (Hint: if it says "max 140", it doesn't mean "max 177")
I would never use this skill. I'm rarely surrounded by enemies with how much I kite. If I was surrounded enough to actually hit 140, then I'm gonna be dead in a few secs anyways, most likely.
Overpowered? Not even.

A strong heal isn't everything, look at the recharge. Frankly it can't be used as a good heal, nor is it good energy management because of so many restrictions.
Signet of Devotion punks this so badly because it's so much more usable.

He's thinking 55 hp monk. You run into a crowd of monsters and you can cast this on yourself and replenish energy and health fairly easily. I don't think we need to encourage this type of build, honestly. It's a cool idea, but we don't need to start making elites that help it.

There was no intention of this being an elite skill, if you have ever seen any of my other posts, I do label the skills elite.
I have not thought of this for a 55 monk, in fact, I don't think it'll work that well for it.
And I must say Stormlord Alex's reply seems to be of little help. I do know how to do your "kiting" a.k.a. evading. But not everybody can professionalize in such a "game-like" concept.
If you wish to say this skill plain out-right sucks without any comment, that's unhelpful and also you can start your own thread about skills you don't like in the game right now.
