How about if this NPC were to indicate which skills are unlocked on your account?
rather that just offering those your character does not know... EDIT - to clarify - indicate on the offered skills which are unlocked |

It should display that the skill is unlocked, but It should still show you, maybe you want to get that skill with this char, despite of having it unlocked.
