Choose your bounty in certain PvE areas.
This would be a cool thing to see in certain areas, maybe just in elite PvE zones or some places that don't have bounty points available.
You talk to the NPC at a res shrine. He gives you a list:
"To whom do you wish to dedicate your kills?"- The Kurzicks
- The Luxons
- The Sunspears
- The Lightbringers
- The Asura
- The Norn
- The Ebon Vanguard
- The Deldrimor
Only the groups your character has met up with are available. You can choose one, then all kills you make in the area will count toward that title.
This would give a nice little extra for elite or more challenging areas. What do you think?

The point of bounties is to kill stuff in areas controlled by the people whom you're gaining the bounty for. What do the Kurzicks care if you kill crap in the northern shiverpeaks? Hell, gaining kurzick faction for killing junk in Luxon territory is entirely against game lore...why would they reward you for eliminating threats to their enemies?

Asshats.
OP, nice idea on first glance, perhaps if it was linked to the relevant continent it would work.
i.e. kurzick and luxon anywhere in Cantha, lb and ss anywhere in Elona.

Divine Ambassador: *talks to luxon priest*
Luxon Priest: What type of blessing do you want?
Divine Ambassador: I want to get a kurzick blessing.
Luxon Priest: No prob. Kurzick blessing coming right up! It's not like I'm a luxon priest or that we totally hate the kurzicks and fight great alliance battles against them or anything...
OR
Divine Ambassador: *talks to luxon priest*
Luxon Priest: What type of blessing do you want?
Divine Ambassador: I want to get a kurzick blessing.
Luxon Priest: WTF why are you dedicating yourself to the kurzicks? *turns hostile along with guards*

No, this idea sucks and Sardelac Sanitarium is consistently becoming my way of proving to myself that I'm not insane.

Or just not using his secondary at the time?
I could see a build using certain curses that increase damage from physical sources (Barbs, Weaken Armor, Mark of Pain) in concert with delivering physical damage from both the ranger and the pet. Has a problem with multiple-attribute dependancy and would probably be better with the curses being thrown by a dedicated Necro, but it is a possibility...
On the actual topic... I could see it working in certain specific areas where multiple sides have a stake in the matter. For the Luxons and Kurzicks, for instance, they'd probably both appreciate you currying favour with the Emperor for their side by helping clear Shiro'ken from the Raisu Palace explorable while declaring yourself as doing so on behalf of their faction. However, it would only work in certain specific areas, not throughout a campaign.

Notice I said in elite or certain areas. At no time did I suggest in all areas with no bounties. FoW, UW, and DoA would be good examples -- basically, the gods or spirits in charge of the area let you choose bounty points for your victories.
I agree completely that getting Sunspear points in the middle of the Maguuma Jungle wouldn't make much sense.

Eh... it's not like praying to a god...
If you kill things in Ascalon... who benefit? Ascalonian and its army (Ascalon army and the Vanguard)
If you kill things in Shiverpeaks, who benefit? Northern and Southern: Deldrimor Dwarves, Far: Norn.
If you kill things in Kryta, who benefit? Shinning Blade, Lionguard/and or White Mantle.
If you kill things in maguuma, who benefit? Druids, Asura and Shinning Blade.
If you kill things in the Tarnished coast, who beenfit? Shinning Blade and Asura...
If you kill things in Shing Jea or Kaineng, who benefit? Canthan and the Emperor.
And the drill goes on...
You can't just 'dedicate' the kills like a singer dedicates a song.
And for elite Areas:
- Sorrow's Furnace: Deldrimor Dwarves, Dredge.
- Tombs: Lightbringer, Zaishen.
- Realm of Balthazar(Fissure): Balthazar, Lightbringer.
- Realm of Grenth (Underworld): Grenth, Lightbringer.
- Realm of Anguish: Kormir, Lightbringer.
- Urgoz: Kurcick, Emperor.
- Deep: Luxon, Emperor.

Get Fame blessings from shrines imo. Takes more skill than the current way of getting it.
