NM books and reputation points.
Since the introduction of Hard Mode I've been perplexed by NM books. There's no real incentive to actually try to complete a new one, when the HM one counts for so much more, and you can only get pages for an incomplete book once. My suggestion would be to allow you to turn in one normal mode book for each of the various reputation lines. I continue to operate under the assumption that skill is more important than time spent when it comes to Guild Wars, and the fact that you only have one use for a normal mode book is something I take issue with. Unless, of course, they want to artificially increase replay value by making these books next to useless, forcing you to complete all dungeons and quests multiple times in Hard mode if you want to max out all the titles.

For OP, I'm confused. Do you mean once you've given a NM complete book to a particular faction (and got rank 8), you cannot give another one to another faction (I.E if i give my hero's handbook to Norns, get 8, then try to give another complete handbook to asuras (which is 5) it won't work? )
I always thought that you could give NM books to a faction track until it reaches 8.
But I will do some suggestions as well:
- Uncustomize books. A lot of perceived grind is tied to the fact that many players have more than one character. Grinding the titles tracks for one character is okay, but for 6, or 10, it's becoming really boring. If we could give to secondary characters these books so they could buy this pretty armor right away it would be cool. Yes it will open a reputation book market. And then? Grinders will be able to make money on their grind and that's not so bad. I really prefered grind-based account-based titles ranks, like Kurzick and Luxons'one for this. Additonnally, you will be able to lend books to your characters so they can add pages on them.
- Change the book pages system. Every time you complete a dungeon/mission, you get one page, that you can put (or not) in your corresponding handbook. You can trade these pages, or put them in your secondary character's handbook.

You can. You can get and cash-in NM books to all tracks you have on level less then 8. Once you reach level 8 in all 4 you can't even receive a NM book.

1) There is a huge incentive to replay quests and dungeons in NM and to re-fill the NM books. Because their easy to do and you can make 20k in just a day of doing those quests, while it might take longer to form a HM team do them.
2) I dont understand why you posted this, because the current system basically does whaat your asking for anyway...

...thats how it still works. You get 20k for doing a full NM books and 30k for a HM book. I dont get why you posted!
And there are now 3 uses for the book in NM and HM; reputation points, experience points or gold. You can trade them in for one of those 3.

GW:EN's replay value lies in the grind.
And yes, ranks above 8 must can only be obtained by playing in HM, not matter which particular way you choose, books or blessings.

The OP seems to be confused about how the books work now.
You can turn in as many NM books as you would like to all 4 factions. Once you reach rank 8 of any faction you can no longer turn in NM books to that faction. You can also turn in books that are only 1/2 completed. You can do this as many times as you like as well, with the same rule that it ends with that faction at rank 8.
So, you could turn in 16 full normal mode books to reach rank 8 on all 4 factions (4 books per faction) or you could turn in 160 1/2 full books to reach rank 8 on all 4 factions (40 books per faction).
The books have a GREAT value now and, unless Anet wants to add more books, no further changes to the system are needed.

Well, your half right. Yes, they do want you to play the missions multiple times. This was in response to all the people complaining that the GWEN reputation titles were "a grind fest". Now you dont have to "grind", you can do repeatable missions.
And you can refill the book agian IF you complete those missions again WITHOUT the book in your inventory. The first time it lets you do it is sort of an "acceptable bug" or possibly a "retroactive reward". It may be that when the devs implemented this new system being able to automaticly fill the book once was a side effect they just couldnt work around, so they accepted it. It is also possible this was put in to partially repay people who had turned in their books earlyier for a much less reward.
As the OP clarified his issue and this is more of a question then a suggestion, maybe the thread should be moved.

they allowed a first "free" refill, for those who did give the book before the update. also, having the book filled with the payment costs 1100 gp, and you get a reward of 20 (or 30?)k reputation as well as 4 platinum. doing it over and over for the different factions would net quite a bit of money.

you can get a page filled if you do a quest/dungeon while you dont have the book with yourself.
after the first "extra" refill, you'll need to do the quests to get them filled on the book.
if not, do the quests without the book and then go pay them to fill your book

Since Anet screwed me out of a NM book, because I got to level 8 on for all four races without them telling me that indeed my book would then be useless, I agree with one above, uncustomize them, or at least offer the 2500 points they promised from the beginning. As usual, Anet likes to keep us in the dark, and then change the rules to screw us--come on, play fair guys
