It's supposed to be exclusively for the participants. I am missing two masks, I would really like them, but it would be unfair with those who participated in those 2 events and got them normally.

Anet has already stated that all that 'one-time' content will stay exclusive.
Collector Editions, Event items...
But, truth is that character COULD get hats, but had to throw them away due to storage problems or something like that.
So, ther could be one option, limited to the Day of creation of the character.
So a character could get a chance to get a mask that existed after her creation, but before the addition of the hat makers.
One thing I think would be could is a Yule hat/miniature donation.
Charaters talk to an NPC and give aways stuff, and that stuff is stored in gifts and received randomly in outposts by other characters, amongst the other gifts.

Add the requirement that your account must have existed for a certain event and /signed. Otherwise, you're just out of luck.

The event hats are a sort of prestige thing to say "I was there".

ok, i'll say this again... what about those of us that DID get them, but deleted them to make room in inventories/storage before the hat trader arrived

There is likely no way to prove that you ever got it in the first place. Sorry for your loss.
There are those of us who kept every hat given to us with the belief that they were prestige items to be shown around to say "I was there". That attitude persisted until the introduction of the hat trader, which allowed us to have some storage space.

Suddenly, that doesn't matter, you can do a quest, years later, and appear to have veterancy you do not, or appear to have been where you were not.
I know that this opinion may sound harsh or ungiving, and I don't want to give that impression. I'm truly sorry that not everyone was able to attend. I'm sorry that some bought the game later. But the hats are part of the experience, and making them available by other means is hardly any more reasonable than just selling them in the in-game store, which we have said we will never do. As we have said we will never sell the Collector's Edition emotes, but which we're asked to do daily.
Again, I'm very sorry that people missed getting the earlier items, and I do apprecaite that this may have happened for any number of reasons. My own opinions notwithstanding, I certainly will relay this request. Maybe the designers will implement this idea, but I rather suspect that they will not, for the reasons I've mentioned above.

Can I get a merge into the quest related thread on same thing?

hey I missed the beta pre order stuff, can we have that too????
really the idea of special event stuff being available after the event---years after the event is a no go. Either you were there or not, those of us who were have something they can show off, those who werent sorry.
I'd say no to making them available for all. (the special would then be gone).
sorry to those of you who missed out.

Event hats are to show that you are either a veteran player or were there for that experience.
I've been playing for almost 30 months, missed out on the first halloween hat (didn't know about it til it was too late), I preordered Faction's and was able to get the tengu mask but was busy that weekend so I missed that, and I also missed the dragon mask from the first dragon fest because I was on vaction that year, I wish I had the first halloween mask but I'm not going to agree with everyone getting it, been playing for ~30 months and someone today could just go to the store and buy a GW campaign and get all the hats that veteran GW players got 2 years ago, ruins the veteran status.
People may call it elitist but it's not, veterans have been playing the game longer it doesn't make them elitist, if you are really that upset over veterans having stuff you don't, realise you can't have everything. It's something you learn as a child, life isn't fair.
And lol @ allowing everyone to get divine aura, people had to pay extra to gain that from the CE.

no, i had no choice, my choice was delete hats, or delete other characters for Mule space... and THAT wasn't gonna happen
why should Vets like me be penalized for the festival hat trader taking two years to appear?

making them available to anyone would cheapen their rarity and "cool" factor.
Its a symbol that "youve been there" lol.

You should have merchanted or sold off some of the crap items you were hoarding. I mean, I know its tough. I'm a pack rat myself in this game, but if I wanted something like a holiday hat badly enough, I found a way to keep it and sell that req 10 near perfect weapon. Heck, with inscriptions, the items you probablly didn't delete in exchange for deleting your holiday hat are probablly worthless.
It was your choice.

I'd like that idea. There are some hats I didn't get because I wasn't playing the game early enough. Signed.

Although it was our choice, we and other players of our gaming time shouldn't have to be penalized because the Hat fellow didn't come around for two years.
Break it down like this my friend:
When the first Pumpkin hat came out, we had one slot of storage which had 20 extra spaces. Those extra spaces where often filled with Dyes, Gwen related items and access items for our armors. Our characters might have other things like our Salvage Kits and ID kits. They would also hold our Armor as well, especially the ones we use to change our attributes with.
They would also hold our weapons, most at the time where 2 hand wielders (wand/offhand or sword/shield), so there is 2 more spots xAttributes = 4x2 = 8 Weapons/Offhands. So, let's see..
8 Weapons
4/5 Headpieces
2 ID/Salvage
That amount there already takes up your smallest bags half way through correct?
So, your character would also be holding items that he/she was farming for at the time. Or, modifications and runes that where valuable also because we didn't have enough storage (and, at the time, we where requesting such).
After all that, you might on average as a younger player as many of us First Hat people where, wouldn't have deleted that "Useless Hat" for a more suitable spot to hold up your 250 Bolts of Linen right?
We should plainly be allowed to craft our old hats if we deleted them prior to the Hat Maker. And no one, and I mean no one, try to argue that there is no way of knowing if you had the hat. ANet keeps track of everything, they are able to go back and search if they decided to implement this.

I missed a few of the hats / masks from working or other things at the time.
My fault entirely and so i live with it.
Hats are given to show you were there at the event and it means something special
To just go give them out now or a trader ?

IDK. Personally I see this as a badge. I was there you were not. Thats a valid thing... people coming into the game now will have their achievements and awards for the holidays THEY participate in, But why cheapen the awards and gifts that were given to people actually that attended the events from the beginning. I'm sorry you did not get one of the 13 hats prior to today. hell I missed 2 hats myself because I didn't plan for New Years eve the first year so I didn't get the 1st Santa hat or horns. But hey the people that WERE there and participated in the event DID get them... Good for them... I wasnt there I didn't get them. BOO HOO? No I'm not that Pathetic.
The point is it serves as a badge of Honor that is Earned through participation. If you were not there you didn't get one; and thats a Just a true condition that should be upheld. If you participate in an event you get one. If not you do not. And for those that were not there, well sorry you came to the game so late... All I can say is where were you when it happened the first time? Obviously doing something more important to you then getting a Festive hat for a game you didn't play at the time...
SO. NOW you expect to get something you do not earn? Why? Cause you just want it so give it to you dammit!! You are selfish n00b that expects everything given to you on demand!!! Why should you get to say I was there when you were not? Sure I got a Tengu mask, as did all the people that got Factions the day it was released... They participated in the exclusive event and they got the reward for being there and supporting the game from the launch. Its a typical promotion. Just like Mini pets in magazines. If you dish out the cash and get the edition when its available you get one... If you do not well you don't.
Promotions are not unique to Guild wars... Other MMOs have them, and guess what? IF you are not there for the event... you don't get shit there either... So why should Guild Wars turn around and make participation awards available to people that were not even a part of the game back then?
Its not like there are not other options, and add to that these items are more optional then anything else because there is NO armor on the festive items. So if you make it a part of your armor sets, you are going around with no armor on your head... Congrats your dead.
I'm sorry you were not there to earn one yourself. Its not like the game was not out. So if you dint get one that was your choice. You didn't buy the game before the events past, or you opted to not attend a past event, Whatever the reason. If you were there and participated you got what you deserved...
I don't think Anet will ever cater to this injustice. There will ALWAYS... I say it again ALWAYS be something in the game that the people that have been here from the beginning will get now that the people that JUST joined the community did not get or will not get till they are in the game an equal amount of time... But by then the original people we get something else better then them because they were in the game from the beginning. Why is that so hard to perceive? Its not arrogance, its not selfishness, its not greed... ITS FACT. We were here... you were not. Period. Thats all there is to say on that.
