Interesting.
my thoughts:
1: Yes to Armor you can only unlock through Balthazar faction. A LOT of balthazar faction, same as it takes a lot of gold to get FoW armor (and you dont' automatically get FoW armor for your next PvE character- you have to earn it all over again- just something to remember)
2: Donating faction to a guild or Alliance: this really needs to be expanded. There are so many things that could be bought, from guild hall decorations and more detailed cape options (not the unique trims, but new styles, or specific emblems that can only be opend with Balth faction.) I can just imagine going to a guild hall and seeing the gigantic stone statue of balthazar in the middle of their courtyard, and knowing that that guild combined their resources and got 10 million faction just to place it there. Pretty impressive.
3: Are you planning on allowing PvE characters who PvP earn the same rewards? If a PvE ranger comes into HoH, does what he needs to to earn rank, get into groups, and earn that faction, can he get the unique PvP armor? Can he unlock skills that he can use in the PvP areas? Can he donate balthazar faction to his guild towards whatever guild rewards would be?
That last one, well...
FoW armor costs a lot of money to make. PvP characters cannot get to the area where it is made, so PvP characters cannot get it currently. But if a new set of PvP armor was put in, PvE characters COULD work through and earn enough balthazar faction to get it. Should they be prevented from doing so? If they earn the faction, can they get the armor, and take it with them?
4: Black and White dyes: only if they're non-tradable. PvP characters are for PvP. Items come from the PvE side of the game, and are set up in specific ratios to make some things rarer than others. introducing a shortcut to some of the rarer items without preventing it from spilling over into the normal, PvE driven economy, is just asking to devalue those items.

Maybe allow unlocking of playful/hearty/agressive/dire pet evolutions and all the pets except black widows, black moas and phoenixes. It would be nice to have something other than an elder wolf once in a while. Not that pets get too much play right now, though.

I'm unsure where this "Pvp players should not get fancy skins" rule came from, but it seems to be floating around without much justification.
I have a PVE monk, and really enjoy monking. I have gold to get FoW for him, but now spend far more time on my pvp monk.
It is practically _impossible_ (and certainly impractical) to make a pve char pvp ready, especially a monk. With 15 armour sets and 20+ weapons, my inventory is full and yet still not give me the variation a pvp char gives me.
Summary:
Pvp chars should have access to Fow/15k armour, be it by spending the 1.2 million in gold or by some massive faction donation. Chosing to wear pve armour should not limit your character in the way it does now.
Suggested example system:
Each FoW piece would have to be unlocked by 50 * 25k faction purchases.
6,250,000 faction total, or about 1/2 the cost in gold of pve FoW.
Bear in mind that you would have to have some combination of rank, gladiator, champion etc titles to make each purchase.

Yes, exactly what i was thinking, apart from unlocking black/white dyes and 15k sets of armor. The title is a must, or else there's no fun in gaining faction apart from unlocking skills (which people usually unlock all pretty fast). Only problem is that people will "faction farm" or something.

15k Armor is for PvEers, we (PvPers) have Emotes. If we use this argument to prevent PvEers' whining about emotes for PvE-titles, we have to use it here too to be consistent.

OK, this one bugged me. PvP characters are not like PvE characters. Endless hours waiting for favor just to get into FoW (that's "waiting," not "playing.") Time to level to 20, doing quests and missions to advance. You start at 20, with all the skills you've already unlocked, so please don't say "like every other character" unless you want the DISADVANTAGES that come with the advantages.
But anyway, really, There should be more things to use balthazar faction on. Armor sets and weapon skins, if people really want to unlock them, then put it in. I'm agreeing: I don't care what it can be used for, but give it a use once UAX is achieved.
Hmm. Wouldn't it be interesting to make an NPC where you could bet Balth faction on your next match? You put up 10k balth faction, nonrefundable, that you will win your next match? Win, and you get points towards a new title, lose and well, you lose? (Yes, I know how wrong this idea is, but it's funny.) To make it even more fun, make separate title tracks for AB, HoH, RA, TA, GvG, AB, and team battles. When you see "Alliance Battle Victor (5)" as someone's title, you know they know their stuff in AB, and have put a lot work into it.
The titles wouldn't offer any real advantage (psychological, maybe- "The RA Victor (4) is coming for me, what do I DO!?!?!") but should they be for a character, or account-based? Probably account, since Balth faction is account-based.
And if you ever wanted to get more PvE people interested in playing PvP, you could always allow people to buy skills for their PvE character with skill points and Balth faction? Not elites, but any non-elite skill that's unlocked with a PvE character becomes a part of their skill list, provided they have a skill point to burn (and really, most of us have a LOT of excess skill points.)
A way to donate to a guild/alliance, to buy neat stuff for the guildhall, is another nice idea. Maybe putting up decorations, trophy cases, or just interesting, non-functional (and "unable to block pathing for guild battles") stuff to make a guild hall stand out a bit.

OK first of all, you are all wrong. PvP wasn't meant to reward you a big deal of anything. Old school PvPers should know they didn't even introduce Balthazar Faction until AFTER the game was released. The pvp is for the love of competition, not looks. DEAL WITH IT, I'm sick of you whiners you can't devote your time to EARN something rightfuly.
Unlocked all the skills, runes, and mods? Good for you, but Anet's original intention was for PvP to just be fun, not a grind fest to unlock pretty items.
Besides, if they did add new content, you'd all unlock it eventually and you'd be back to this complaint again. Get over it.

While that may have been its original purpose, I don't see whay PvP players shouldn't be able to use it to unlock cool extras. They earned the faction, I say let them spend it! Besides it harms no one. As PvE players, lets not get greedy here

This is something I (and many others) have suggested and I still think its a good idea. If A-net implements it, they just need to make sure its fair. FOW armor is a huge freakin' pain to get, so it should be the same way in PvP. The Phoenix is a huge feakin' pain to get, so it should be the same in PvE. Of course, things would be a little lopsided as there are a lot more armor/weapon skins than emotes, but I suppose some new PvE only emotes would be cool. Maybe a big old beer mug for a maxed Drunkard title

If you have unlocked everything on your account, how about having a spot in storage for Balthazar faction. It would only show up after everything on your account has been unlocked and you can insert Balthazar faction to be used when the next chapter comes out. Deposit the faction in 5,000 faction increments for use at a later date.
