Wrong. Tyrian and Canthan weapon skins with inherent 15%^50 would still be rare.

In fact, they would be EVEN RARER because they wont drop anymore. Ever.
Its win-win. For rich, rare phat loot will be even rarer and phater, while nonrich people will have easy access to maxed skins.

They cannot add this NPC.
This would be the confession that they are too lazy to implement the inscription system to Factions and Prophecies.
And that loot there simply sucks without inscriptions.

why do people complain that inscriptions ruin their rareity?
it doesnt. the weapon will still drop at the same rate as before, making it a RARE SKIN.
most people pay more money for skin, than mods.
say a 15^50 scrystalline dropped, it has a +15 hp mod.. does that mean its less rare than a 15^50 +30HP? NO. as you can simply make it max by changing that specific mod.
changing the mods DOES NOT AFFECT THE DROP RATE, this is what makes sertain skins RARE.
adding an npc that will allow users to make the weapon inscribable, will make all those q9 rare skins actually wanted. since there will be more perfectly modded rares, the price creep will drop, but this still doesnt affect how rare the weapon is. it will balance out, to still be rediculously over priced.
im speaking for alot of casual gamers, that cant earn 100k+ in a week, farm uber rare items, and sell them for alot. lets say they got lucky, and found an ultra rare item, but with craptacular mods. them, not knowing its ultra rare and worth money, sell it to the merchant as its mods are crap, with a really nice skin. so they can take that item, go to the npc, mod it the way they want. and have a good looking item, with the mods they actually want.. maybe later some1 will tell them its worth $$, in which case, as the casual gamer, much like myself. would say, not for sale. its a good skin, i want it. i dont want your money.

like the idea of the converter being in NF/GWEN
as far as reducing the value of prophecies/factions weapons in game, i don't buy it. don't convert them and they stay rare. give the rest of the player base the flexibility to use the drops they get if they so choose.

I see one problem with this. IMBA what if I get say a 15^50 natural mod on a tyrian weapon. Ok I take that weapon to the NPC he adds an inscription slot now I have 30^50 and if I customize that weapon that's 50% more damage. PvPers would cry so hard.

It might be true that that drop gave me the motivation to post about this idea, but I know 100% sure that Im not the only one throwing away rare skins just because their inscription isnt worth anything. Ive had plenty of money in my 4500 hours dont worry about that, but ive thrown away so many nice items for those reasons that its just sad, many people would have liked a nice skin like the ones I threw away just because the inscription was craptastic.

There is no Inscription NPC, though both those and weapon mods could really use one...
Also, I still don't know why they haven't allowed the shield/wand/focus mods from Nightfall to be used on older weapons.
And inscriptiong finally banished the sins against nature that were weapons with multiple attributes (ie 99.9% caster weapon drops in Prophecies and Factions), and that's one hell of a point in their favor...

The point is that GW:EN and Nightfall drop many skins available also in Cantha an Factions.
But If I find a long sword in Factions, most of the time it will b plain crap for the merchant. The same item would be much more usable in the last two.
And they are CORE PvP!
Not making them worldwide would be like allowing to use all skills in Nightfall, but only some in Prophecies and Factions.

And here I thought that it was obvious that when the weapon became inscriptable, the current inscription would be changed so that this doesn't happen.

Which weapon skins would move from being very rare to being common with this change ?
Crystalline weapons are a very rare drop, even the ones with the useless mods. So they would still be rare afterwards.
Weapons that already drop inscriptable versions would be unaffected, because they already are under the effect of inscriptions.

For Nightfall I can only see the Kamadan one getting used since its 1 map jump instead of two. If its in a realm of torment town, that becomes 3 jumps. So if Kamadan has one, the it doesn't matter if they are elsewhere in Elona or not.
For EOTN, Boreal Station would be the idea place for one since its only 1 map jump for people who don't have Prophesies. But for people with Prophesies it doesn't matter which town gets the NPC, since its all one map.
Apart from those considerations, it doesn't matter where the NPC gets placed. Just don't stick them in the realm of torment.
