I'm /signed. But what inscriptions could be sold to the trader? Why buy a 14^50 Strength and Honor at all? Non-max inscriptions would be really low and perfect inscriptions would be really high. I don't want to pay 3k for a perfect Strength and Honor when I can get one now for 1k. Hale and Hearty and I have the power! would go through the roof.

But for simplicity, an inscription/insignia trader will ONLY accept perfect mods. You can still try sell/buy your imperfect mods between players.

We've needed one of these for awhile, but the need is getting stronger. As mod/inscription prices fall, there's less an less incentive to seek out buyers, even for good mods. It's just easier to merch that 15^enchanted insc (or whatever) than seek a buyer when the price is so low (and falling). The trader solves this problem. Sellers get a better price than the merch offers for stuff they'd otherwise just merch, and buyers are able to find stuff that no one stocks since it's not worth the time to sell. Everyone wins. (Well except for those whiners who think everything that has to do with inscriptions ruins the market for their inherent mod golds....)
As for stocking non-max versions, I think I'm for it. Not everyone is going to be able to afford the 20/20 sundering (not that anyone should ever use sundering in the first place) or +30 fortitude. Giving these folks the opportunity to buy near-perfect mods that would otherwise get merched is a good thing. For that matter, even most moderately wealthy players don't shell out gold for mods for hero weapons. My heroes get sub-optimal greens, pre-order weapons, collector items, old customized weapons with less-cool skins than my characters are using now, and whatever purples/golds I happen to find filled with whatever upgrades/insc I happen to find. I'm sure a half dozen different Kosses would jump for joy if they all got near-perfect mods for their equipment.
Just make sure that the window is well organized so that you can find the perfect mods right off the bat if you can afford them.

i have a full tab of storage full of inscriptions and mods that are both useful and maxed for various weapons and have had them for god knows how long because the person looking for that mod is rarely where i happen to be at the same moment, and vice versa. usually end up asking around the guild and alliance if anyone is lookin for such-and-such mod or if anyone has the one i'm looking for.
there are scroll, rune, and material merchants...why not mod/inscription merchants?

It's a really needed feature.
Mods and items used only as stacks of 2-3 mods take the most of storage space, they are too good just to be merched, people buy them, but selling takes long long hours. 90% of them would go straight to the npc trader.
Unfortunately such a trader would make the prices of most perfect mods drop much lower than they are now. But the general improvement and saving of time for both buyers and sellers is well worth it.

This would certainly make the game better. As it stands, I generally can't be bothered to find a buyer for mods and inscrips. I keep those I can use and tend to merch the rest during storage purges.

I suppose I have a different view than most people; to me, that 14^50 is just fine, and if it's dirt cheap, all the better. I buy major runes instead of sup ones, and I don't mind that weapon that's 1 point off from perfect.
I'd rather spend my time fighting monsters and doing quests than farming for that perfect mod.

We need this more than anything else now in the game IMHO, it is getting just ridiculous. I spent over 50% of my time (I'd say 60-70%) standing in outposts trying to get rid of upgrades - JUST upgrades. And no I do not sell crap like Dagger Mastery +1 or Armor +5, these are merched usually.
The game has become very frustrating for me the last weeks. I could just merch everything I find like a bot, but that cannot be the answer to this problem.
Seriously, we need it, if I imagine that this is the state of the game for another 1.5+ years I see me standing in Kamadan WTSWTSWTSWTS.
And IF this is DEFINATELY not going to be implemented, then please Anet, say so, make some kind of statement.
