My guess? All of the quests out there that are exclusive to natives or foreigners could screw stuff up, as well as interlinking quest chains that force you on one side or another of a dispute.

It could probably be pulled off by setting aside all possibly unreachable quests by any character and giving every quest not touched an extra reward called a Quest Point that would tack on to the title track. That would at least make it a little easier to see what quests did and didn't help title progression.

Yup. I think the main problem would be having to make a table or list with all the quests counting for the title, so the others do not mess with it.

Oh, no. They are already stored.
If you can't take a quest, it is done, it is not repeatable or you don't fit the requirements.

But everything is stored. The only real problem comes with new quests added later.

They would have to be just like the Carthografer: They can be done and increase the title, but if you had the title already maxed, you don't lose it.

But since they are leaving to GW2, I doubt any more quests being added. So that problem should not appear.
