It should be most titles, but in certain amounts of how much favor is gained from it.

Worse logic on the matter yet. You think it's lame? Lame that PvE-only zones access is now dependent on a purely PvE aceivement. By dedicating the time, and energy to max a title, we shouldn't get noticed by the gods them selves? How the HoH method any better then this? How is it that you can defeat a group of players, and get noticed by the gods? Granted, you needed to do it a # of times in a row.. but the point remains.

All titles that can max should be reconized by the gods.

There is no reason why it shouldn't count at favor's current state and it should count equally with the other titles.
