You are correct that this is unlikely to happen in GW1, but as to GW2, since there are few things that are concrete right now, I can only speak from what I know...
Regardless, neither point you mentioned actually addresses whether this would be a good addition or not.

As I already said, weather effects would cause more problems, while only making the game look a little nicer.
Also to those of you going on about it being for Guild Wars 2, since the Original post never said anything about Guild Wars 2, don't try using that to divert the point. Guild Wars 2 suggestions belong in the sticky.

You used to have to cast Signet of Capture while they were using their elite in order to get it. Technically that would also make elites require "patience" and "skill" to get. It was also a horrible idea that ended up being just based on luck.
