I think a Guild Barman would be great. We have to settle for doling out ex-Festival drinks to celebrate landmarks like killing Shiro.
Also, a Guild party organiser. The Tihark Orchard mission made me think of this.
So you have a birthday or anniversary or something you want to celebrate independently of the official GW celebrations. You to go your GH party organiser and pay, say, 1 plat for a party. You can invite up to 12 people.
You get party hats and drinks and snacks (these party hats don't last, the way festival hats do, they appear on your head purely for the party duration.) You do special little party quests/games, based on the emotes etc, like in the Tihark mission, and get prizes.
Once everyone has reached a certain level of drunkeness, the gatecrashers arrive. You have to fight them in your drunken state, and they drop special after-party drops.
Maybe we could even have a Party Animal title to reflect how many parties you've been to.

I'm not sure if someone has already suggested any of these but here are some NPC ideas I think the Guild Hall could use or if not the Guild Hall other Key Locations.
(A). Artisans NPC -- There the NPC's that change normal crafting materials to rare crafting materials. I find that I have tons of normal crafting materials and I'm mapping all over the place to find the Artisan I need to change the materials to the rare ones I need. If this was in the Guild Hall it would save me a lot of trouble.
(B). Tamer NPC -- Pet Tamer but not the normal lose your pet but for as well PvP Character you can change your pet to anyone you like. When you go to this NPC you can ask him/her to change your pet. A list of pets will drop and you pick the one you want. Now this is more an idea for PvP characters but this NPC can be put into the Guild Hall or Great Temple of Balthazar.
(C). Xunlai Representative (Storage Upgrades) NPC -- It would be nice to be able to upgrade your storage in the Guild Hall this does not have to be a new NPC but can be added to the normal Storage NPC.
(D). Guild Emblemer NPC -- So you can change your cape faster more for leaders that love to change there cape a lot.
(E). Guild Hall Changer NPC -- So you can change your Guild Hall faster more for leaders that love to change there hall a lot.
(F). Donation NPC / Guild Storage NPC -- A place were players can ether donate money or items to the guild. Or a place were all players can drop stuff off they don't need but might find useful for other players and other players can pick up stuff they might need that was donated but other players.
I guess that’s all I can think of now if you have other NPC ideas post them or /sign the ones you like or what you think about them.

For the skill trainer idea. I do not agree with that. If the skill trainer can train all the skills you unlock so what is the point of progressing in the game? You would not need to play your Warrior in nightfall and still get the skills in night fall. This is bad. This, I did not say about low level of arena. Some builds will be rediculous at this low level arena. In addition, this is not neccessary at all since buying skills is not something that you want to do offen. I myself only need skill trainer for Capture signet.
If the skill trainer need to be improved, the skills you can get is not from the unlocked skills but from the skills you can buy from towns your character have been trough. But again, this will make a conflict of weather having a skill trainer in outpost or not. That's what I'm thinking!
<---This idea is nice but again not neccessary. Pets are all the same in overall. Appearant of the pet are different from one to another on PvP char only make more lag in the game esp on events such as double fame weekend!
<---These are not needed as it only make the guild hall be crounded unneccessary!
For the crafting material, it will make an unfair for some players. As one can excess NF can not get to the crafter in prophecy. Plus some of the crafter are harder to see than another. Otherwise these crafter can be made in big town would be a better idea but still unneccesary.

That’s not fully true the Black Bear pet is the only pet that can activate the Paragon Chant skill that use Attack skills or use a skill. There for the Bear can be a small advantage now with that said because the bear has this one attack skill when the bear uses this attack skill it slows down the damage per second. If the bear did not have this skill it would have the same damage per second. This skill is used every 4 attacks. So for an R/P or a P/R that uses pets this can be an advantage to having a bear.

1) Guild Lord: Can have information such as guild messages, a calendar of events, etc. Have different features that cost either gold, items, or preferably quests to unlock.
5) Guild Flag Bearer. A patrolling NPC that carries the flag around a certain patrol route. The purpose here is more to have a bit more activity going on. The flag bearer can also be paid certain gold and maybe rare dropped or quest dropped items to make it where the GVG flag looks the same as your guild's cape.
6) Guards. These are present in GvG but not in the hall all the time? I suggest have them either de-facto in the hall or have certain regions where a guard NPC will randomly spawn. You can pay them certain items or money to be hired at your guild hall and hold "post." If they randomly spawn, you can find some sort of remote locations...maybe underworld quests where you actually bring them back to the living...
9) Guild Historian. Keeps a detailed easy to view log of GvG combat. Might be nice to even include records like which guild members participated, how long it lasted, and if possible what classes were used by both teams. Maybe as you complete more quests, he offers more stuff. Can also contain ladder information etc. that is on the Anet website.
12) Guild tavern/barkeep/bar workers.

I'd also like to see a Guild Emblemer right in the Guild Hall.

I'm sorry but I should have read the whole thread, but I just could not atm with my current connect on the north slope. But I would really like to see the Profession changer in the guild halls as a service, (Like the one in the Balthazar temple)
A Festival Hat guy would be nice, so that our PVP guys could grab one on occasion for guild hall movies or events...
AND, I would really like to see an armory of some kind... I know I am constantly giving out stuff to my allies and such cause I have a very full inventory, But it would be SOOO great to be able to just dump off stuff for the guildies or allies to pick over, and then periodically clear it out if no one wants anything in there. IDK, I know this one would need a good bit of code to implement, so I never added it to my OFFICIAL list of GH services for recommendation from way back before factions came out. But its still something for the devs to think about.. I know it would be popular.
anyways, that my two cents on it.. Great job on the current services, and wonderful gold sink Anet, Anything more you give us like this would be very very appreciated... I know they are always popular to have for an alliance leader. cause that hall becomes the alliance hub until the other guilds can afford them.
Ingram.

I like the concept, but not so much on the specifics.
Here are my suggestions:
Add a Records NPC - to track individual members Luxon/Kurzick Transfers. This would add a competitive aspect to, what is in all aspects, just a grind. You sign your name to transfer the factions, why not actually KEEP A RECORD of the transfers. The Records NPC would also keep track of gold donations to the guild by members to the Guild Treasury (described below).
Guild Treasurer - you go to this NPC and donate gold to the guild. This money can be used by Guild Officers to pay for the recruitment fees (100g per invitation issued), purchase NPCS for the guild hall, change the Guild Cape, purchase a new Guild Hall (GL only), and rewards for Faction Transfers (described above). If you are an officer inviting someone to the guild and do not have 100g on you, it would automatically deduct the gold from the Guild Treasury. The Guild Leader would have to speak to the Guild Treasurer after he was purchased for the hall and give him instructions. For instance, if you don't want to reward Transfers, you chose 'No'. If you want to pay out 100g instead of 1k or 5k instead of 1k, for 5k Faction Transfer, you would select this. By default, that would be set to '0'. If you don't want the 1k for the Transfer of Faction, then you don't go to the Treasurer NPC after you have transfered your Factions. It will allow you do 'cash in' until you leave the guild hall. If you don't do it right after you transfer and you then leave the guild hall, then you can't come back later to collect the cash. If there are no funds, or insufficient funds, then you get nothing, and all the options you would be able to use had the funds been available would no longer work until more funds were transferred in.
Priests for Each God - For one, the Balthazar Factions would have to be 're-worked'. The easiest approach would be that you could 'devote' x amount of Faction towards a specific God to create 'Favor' with them. Balthazar would still be used to unlock mods, warroir skills, and all runes- all things related to war and the preparation for it. Priest of Grenth, for example, would teach Necromancer Skills, Lyssa - Mesmer, and so on and so forth. After you had unlocked everything for a specific God you would then be 'deemed worthy of the God's notice' and would then be able to unlock quests from them.
-An example: After you unlocked everything from the Priest of Balthazar, he could give you a quest: Go forth and prove your mettle in battle in My Name (win x amount of Glad pts in RA/TA - you would still get them towards your title track and lose nothing, the difference being you won them in Balthazar's name) - earn x amount of Factions in any form of combat of your choice (bank x amount of Faction in any PvP Arena) - Go to (a PvE Area) slay this boss (or do this action), bring me back X item, and I will reward you. (He gives you a PvP Item a Weapon, Armor Piece, or Shield - with unique skin/name - power of item related to difficulty of quest). At the completion he will give you a more difficult quest with a greater reward - tying into other parts of the game already in play (like, Go forth and Vanquish the Continent of Tyria, or Gain the Rank of (whatever Rank 5 is for Fame), so on and so forth. It should be tiered so that it would take a LOT of time and effort to proceed upwards and forward. Could also have rewards such as PvP only SKills, which would just be skills already in play, just modified. Like Grenth at some point could give a reward for a quest as a re-named Flesh Golem (renamed to something like 'Grenth's Avatar') perhaps even modify the stats from the Flesh Golem slightly to do something unique like 'each successful attack causes a random condition' etc.
My thoughts on other aspects of previous suggestions:
Guild Vault - will be abused no matter how you work. No, to that.
Guild Games - maybe something simple, but no gambling.
Tavern - no, this serves no real purpose - it doesn't hurt anything, in the long run - but I find it a frivolous use of Hall Spaces.
Guards - in the smaller halls, NPCs already clutter the place up, why add more clutter? When you aren't in a GvG or Scrimmage, you don't need guards - unless you want to make the Halls Exporable Areas complete with crits that randomly spawn and come walking in - maybe in the Kurzick guilds Luxon NPCs will randomly spawn and 'invade' your hall (and vice versa). You can't hurt or attack them and they don't drop anything, but you can 'watch' your Guild Troops defend the base. By default, the home team always wins. Of course, if you are trying to hold a Guild Meeting or organize a GvG, it could be somewhat distracting.

I like the ideas mentioned. I would also like to add that we should have one of those Fireworks Masters in the Guild Hall, where everyone can have access to the fireworks, although they would cost money just like in an owned outpost. Whether after buying fireworks and setting them off in the hall, would this would go towards the Party Animal Title aswell maybe?

I would really like to see Tolkano (Tournament) added to the AB area. It would be a whole lot more convenient for me than having to go back to you guild hall to exchange faction for Zaishen Keys. I had to leave some good groups a few times over the weekend to jump to the guild hall...

Hooray for thread resurrection. Proof that the search button works.
I really do like this idea. My guild is paying for faction donations and the most annoying part of that for me is dropping what I am doing to go pay people for faction. If I could just drop lets say 50k into the treasury and let an NPC take care of paying it out for me that would be awesome.

About the Quests, what could they be? Kill all Isle of the Nameless Masters in under 5 minutes or something like that?
If they are alternate ways, maybe, but keep the gold payments.
1) Guild Lord: Hm... maybe another tab for his panel with that...
2) ---
3) Guild Treasurer: Hm... probably never to be implemented... I bet the storage increase was the result of Anet trying to make a vault.
4) Skill Trainers. Nah. Fix the current Skill trainer to teach all unloecked skills and done.
5) Guild Flag Bearer. ...? Why to? More action? Why is that?
6) Guards. They are not present in the Hall because the hall may have ALL player at the same time. Guild Halls have no districts, so they must be quite empty to fit all players.
7) Guild Armor Crafter. Not until they add an unified entrance to the Realms of the Gods in the Battle isles.
8) Merchants and other traders. You mean they should ask for trophies and give quests for them...? Sound not so bad. They could also require green unique drops to be show to them or to kill a certain boss.
9) Guild Historian. I would have no much use for this, but probably others would.
10) Guild Harbormaster. Canthan Embassador NPC. Available at the Guild Lord.
11) Fisherman. Nintendo was faster with his Zelda saga.
12) Guild tavern/barkeep/bar workers. If they sell all the existing drinks (event ones with huge prices) I'm in.
13) Gambler. Only if they increase Gamer/Lucky/Unlucky titles.
14) Guild Messenger. Probably never to happen.
15) Jester. Again, it's better to keep the Guild Hall empty of NPCs for the slow-computer players than adding useless stuff.
That's all.

#14 would be great but I feel that if I hold my breath for that, I will need to be rez'd like this thread.
How about a guild scribe. This NPC would have a guild calendar and/or allow for multiple guild messages
