Non-max gold upgrades
I have had so many gold weapons drop with great skins that don't do max damage. I throw them on a hero that seldom gets into the action or merch them. It seems a waste. Why can't the weapons NPC upgrade the damage to max for a fee?

this kinda messes up the purpose for HM farming, r7 15 ai shields, etc... i dont really know what the problem with em are, i just use em for casters or merch em. its not like your going to get something worth 100k+ecto be worthless because its not max (chances are that itl drop max anyways)

The base of the weapon is the main thing you are looking for when killing mosters.
Upgrades? Yeah. That's nice.
Inscriptions worldwide? Of course, the variable inherent modifiers are not part of the base stats of the items.
But insta-max base? Sorry, but no.
When you craft a weapon or armor or you get drops, you go for the base, then upgrade.
Can you craft gear with 10 armor and then upgrade it to get to 60 armor?
Nope, you have to craft more.
This is the same.
Killing a lvl 1 monster dropping a 1-2 damage weapon is not as hard as killing a level 20..33 monster that will more likely drop one with max base.
Just keep trying. One of every 20 drops is a gold with max base and req 7..11. One of every 100 drops is under req 10.

I'd love it far more, when it would give black Smith NPC's which would upgrade for us for certain fees the req's of our Weapons and Focus items down to max R9
You you get dropped a R13 weapon with a Zodiac Skin, it would be so phucking awesome to run with this drop then to the next blacksmith, who would make out of it for you then after some refinings a R9 weapon, with each refine costing more and more money ...
Example:
R13 > R12: will cost 1 Platin
R12 > R11: will cost 5 Platin
R11 > R10: will cost 10 Platin
R10 > R9: will cost 15 Platin
So to make out of a R13 a R9 will cost together 31 platin
And this is better, than throwing the nice drop away, btw selling it just at the NPC ...
Also such a Blacksamith should be able to give your Weapons/ Shields ect. for a fee of 4 Platin Inscriptions, making the total cost go up to 35 platin, if your drop was no incripted before (inscription is empty then)
This way you could craft you with help of the Blacksmith perfect weapon,s which were before just only garbage, if you want to put the amount of money into them, to make out of soem garbage something valuable ... and by this way you get eventually some things mybe cheaper, as when you have to buy somethign perfect modded from an other player.... economy around weaponry would become more balanced, because the R13 garbage would have than a stronger deal in the econmy, than ever before with players becoming able to refine the stuff to better things ...

Phoenix Tears, don't try to advocate this idea at all. It's terrible. And I've never heard anyone say "Platin" before. I've heard "plat" and "k", but never that.
So, basically, what everyone would do, is go farm Noob Island gold shields that are like, 7 armor, req3, and then go to the NPC and VIOLA! A max gold shield that is req3. Not IMBA at all, amirite?

A long time ago I made a similar suggestion, but that's because there where no HM and some skins where only available with low stats. There where also no Zaishen chests and so, some skins where completely imposible to find maxed.
Now HM allows any skin to drop perfect just with some effort killing.
That's why it's not needed and my suggestion expired. This is the same. Useless thanks to Hard Mode.

you absolutely haven't anyhow understood, what i've suggested there above ..
Do i talk there anywhere about max stat Low Req items like you write about max stat R3 stuff ?
NO I DON'T ... I say, this blacksmith should refine for us bad drops to better reqs, but ONLY FROM R13 TO R9 and NOT MORE
So you get not through this npc max stat items with extreme low req's >.<

I wouldn't mind giving this type of thing to inscriptions/mods, but the Tyrian inherent mods are the only thing I think that should stay the same. The price for upgrading should be expensive though, I think, like 5-10k to basically encourage the current system, but the extra feature wouldn't hurt, especially for the 10k+ mods (like "Forget Me Nots!", I've spent over 100k buying forget me nots for my ele cuz i needed 40/40 sets for every attribute).

not that im supporting the idea...yet.
Wouldn't adding the downside of having the req rank go up by 1 for every +1 damage (or an arbitrary value yet to be decided, perhaps one that would dynamically increase the higher it goes) offset the "imba" of it all.
