The Lancer
This character will work to keep enemies away from the backline, not just tank them. It will also provide a different concept in skills and weapon use.
The Lancer will use lances, pikes, or long spears, to keep enemies at bay. He will provide shutdown with conditions such as cripple, crack armor, and blind. Many of his skills will work to actually push back the enemy or to hinder their ability in getting to the back line.
Weapon list: Ranseur (Polearm), Glaive (Polearm), Longspear (Polearm), light-lance (Lance, one handed), Heavy Lance (Lance, two handed).
This will be a disabler, a decent amount of damage, and minor support.
Armor Level: 70-75 light
Energy Level: 25 energy, 3 pip regen.
Range Type: In a way melee but still ranged. Lets say a melee enemy was coming in, while that enemy is still a few feet away this character could still hit him but could also fight with melee range. I think about the length of a character, so about 6 feet, would be good range of this characters weapons.
One possibility as far weapons are concerned is to have one and two handed weapons. For example, a polearm and heavy lance would be two handed cause of their size and bulk, but a light-lance would be one handed but would deal less damage.
Attributes:
Precision: For every level this character would get 2% armor penetration when attacking moving foes, if the strike is too the back the character also gains X adrenaline or X energy.
Lance mastery (because of the similarity these could or would be the same attribute): Increases damage and chance to do a critical strike.
Polearm Mastery: Increases damage and chance to do a critical strike.
Force: Would affect to chance to push an enemy back to the full range of the weapon. IE, a enemy is in melee range, this goes off and they are pushed back to the edge of the weapons range.
Fortifications: would affect skills that buff allies, either defensively or offensively. These would mostly be used to buff up a tank, that way the tank can hold aggro and this character would be right behind him spearing them.
Skill Examples:
"Stop Running!" (Precision): Your next strike against a moving target deals +x-x damage and cripples that foe for x-x seconds.
Arm Slash (Precision): If this attack hits you strike for +x-x damage and all of that opponents attack skills are disabled for x-x seconds.
Reoccuring Skill (Precision): For x-x all of your attack skills have an additional x-x% armor penetration and cost 5 less energy. {Elite}
"Stay There!" (Force): For x-x seconds, the next time you force an opponent back he cannot move for 3 seconds.
Impaleing Strike (Force): Your next attack forces the enemy back and knocks them down. When the enemy gets up, they suffer from cripple and deep wound for x-x seconds. {Most likely elite skill}
Immovable (Fortifications): Stance. For x-x seconds you have x-x armor and have a 15% higher chance to force an enemy back.
"Numbers Dont Matter" (Fortifications): For every enemy in the area you gain x-x health.
"Hold The Line!" (Fortifications): If target ally is adjacent to 2 or more foes, that ally gets +x-x armor for 15 seconds.
Head Shot (Polearm Mastery): If this attack hits you deal +x-x damage and target foe is dazed for x seconds.
Head Shot (Polearm Mastery): If this attack hits you deal +x-x damage and target foe is dazed for x seconds.
Jab (Polearm Mastery): Strike once at all foes within range, this attack deals +x-x damage.
Dust Cloud (Lance Mastery): Hit the ground kicking up dust and blinding all foes in range for x-x seconds.
Leg Sweep (Lance Mastery): If this attack hits you strike for +x-x damage and target foe is knocked down. When that foe gets up, he is slowed by 15% for x seconds.

spearmen alone are boring ...
give this profession something, some abilities that make out of the whole thing something unique, so that it will be a profession, that isn't used in very much MMO's or maybe is so unique, that it is something 100% new (but thats very hard XD)
When it goes about unique Professions, which use Lances, Halberds, Long Spears (2H Spear), Glaives and any other kind of polearm weapon, then there exiss imo only 1 single profession, that can be unique enough to become a very nice and special Class for Guild Wars 2:
The Dragoner (aka. Dragoon, Dragon Knight, ect. pp, but those are the 3 best names to decribe the Class.)
This class will enable you to think of more unique attributes, because the Dragoon will give anyone, who tries to make a CC about far more possibilites, as when you try to make a CC about a simple Spearman Class.
As we can see here about your CC, it includes on 50% only on Weapon Mastery Attributes...
Also that you are unsure on the name for a primary attribute shows, that a simple borign Spearman offers not enough possibilities for attributes, because you can give him only 2 mechanics ...
fighting with his weapons and the pushing effect. Not very much and creative for a CC.
Also the AL of 75 does not exist, AL system stays in GW1 ever the same.
60,70,80 , the whole Balance is based on this Trinity. Also its primary effect is not very wise for a Semi-Melee Class, that should have 70 Armor and has no good options vor Self Heal Skills, because you can't give Spearmens simple lots of Enchantments, like Dervishs have them, because they are more the kind of melee based battlemages, something, like my Acoustician should be, but more based on Melee, than Magic, my Acoustician is there the other way around of a battlemage type, more magical, but still able to go into melee, when needed and to combine both techniques.
However, i suggest you to reconcept the Lancer into a Dragoon, because its one of the less professions, which fight masterful with Lances ect. and Dragoons have simple more options for uniqueness

in the MMO's that ive played that have spearmen theyve been extremely fun and popular. The 50% of weapon attributes is nothing, look at warrior, they have 60%.
This is a concept class for gw2 mainly, so 75 al is totally possible. I wanted it 75 because its not exactly a warrior but still close to the fray. If you look in the first thread of this forum light armor is 70-75. Seeing as there will be races in GW2 I think the whole trinity thing should be abandoned. Without it, MANY more options of gameplay became available, both in gameplay mechanics and professions.
And whats a dragoon lol? I cant find it in this forum so I have no idea what youre talking about there.
The primary attribute is the way it is because it was meant to be realistic and fit its goal. One goal of this class is to shutdown enemies either fleeing or going towards the backline, so as they pass this character swings at them, hoepfully laying a condition on them, and having high armor penetration. Realistically, moving as a spear-like weapon strikes you increases the fatality of the wound by far, its the whole reason pikes would used against charging horses. And the back is often an area with lighter armor, not to mention it is a vital area to any being.
By the sound of the name Dragoon, Dragoner, and Dragon Knight, I expect those 3 to have some kind of mystical power, beyond mere mortal ability. This class is meant to be like the warrior in the way that it is basically a highly trained fighter.
I have many suitable names for the 2 attributes, but many are taken by other professions as of now.
