Ever since the start of gaming there have been end of level/mission bosses.
Besides, if you do it right all skills are easily capped.

I do not agree with the OP to add a counter, but that is not true:

It's annoying when you have to make a mission again to get an elite skill.
Those areas should have explorable counterparts or the elites should appear elsewhere in the same campaign, but a counter at the end of a mission would only be annoying.
It's better to separate campturing and making missions.
Specially in timed missions.

Also, excluding prophecies, all elites can be capped elsewhere! Especially the ones that are constantly QQ'ed about. And for those elites in prophecies, the elites that are at the end of a mission can be capped elsewhere.

Pretty much, the elites found exclusively on the Ring of Fire islands are the worst, and I don't think any of them come only from end-of-mission bosses.

Using the Search function and Index of Ideas thread being requested 'always!' in big bold letters in the 'Read First' sticky, which I, shockingly, actually read.
Different forums have different customs on how old the last post in a thread must be before it's necromancy. If the moderators prefer, they can always split the thread where I posted if they would like to have a clean break from the old one.
Yes, I can read the wiki and find it elsewhere or use an elite tome if I have to. I prefer not to wiki/metagame my way through the campaign if possible, however--I like the role-playing aspect, and I enjoy the reward(s) of getting through the mission successfully and killing the end boss. I feel like I've earned something that way. Maybe that's a reflection of my having played the game only a few months or my strong preference for RPGs in general. It just drives me nuts that there's this inconsistency in being able to cap from bosses from mission to mission, and heaven forbid if I happen to forget which mission that happens to be.

make it a time thing like on the dragons challenge mission and other eotn stuff. you have 1 min or so to run around cap your skill, pick up your loot, etc.

I hate people who cap in missions. I hate the fact in Prophecies you have to do a mission and get random spawn caps. The op's gripe about mineral springs, I do not understand as it is fully explorable and not a mission. It also has 6 elites and not 8. The faction caps are far easier than prophecies. The nightfall ones are generally the easiest by far. To say Anet did not do anything about making caps easier is patently rubbish. I finished capping prophecies with my ritualist recently and I certainly hate perdition rock, totally sick and tired of running around it.

If this was Prophecies, I would feel sympathy.
But Factions and onwards provided explorable areas where you can capture the skills with no time needed.
Stop trying to cap Psychic Distraction in the mission, go into Sunjiang District explorable and do it.

I would make exactly the opposite.
I would completely LOCK signets of capture inside missions.
So you must go to explorable to capture them. And put monsters elsewhere when an elite can only be captured inside a mission.

Skill caps are by and large very easy to do. Each of my chars has capped all of his or her elites, except for the monk but I had my rt do that. Now I am completing that with her for all elites. An Rt/A or Rt/W - what a joke.

I pretty much agree.
The only element of difficulty is muddling through all the missions to get to the higher up areas with higher up elites.
But the bosses themselves? Pah. More often than not, they got like 4 peeps around them. Easy caps.
