Health, energy, armor, everything given by the primary attribute or the armor inherent properties and upgrades should be ignored while under an effect that changes the whole skillbar.
Without the primary and the armor, ALL characters are the same.

NEVER, why would anyone ever make a character of any proffession other than Monk if this were to happen?
Everyone Makes a Monk, /roll to see who monks and who Ursans and off you go.
WOW that would make for one exciting MMPRPG.

That may be what you would do. But not what everyone would do.
It's not about making the Monk as effective as the Warrior. Is to reduce the effectiveness of the warrior while under such effects to match the rest.
You can already find around groups that go only with Ursan Warriors and monks. So what new players do is different.
The point is not giving the monks an advantage they do not have, is removing from others professions the advantages the others do not have.
So if you have a mesmer, or a ritualist,or a monk, and you decide to use ursan, or enter a junundu, or ride a siege devourer, or fight in the Punchout, you are not worse than a warrior that has inherent benefits.
