PvE prizes won't bait many people to aspire to be top players, but you'll get a much larger "casual" crowd.
All I want is dragon or snowball arena to be available all the time

PvP is alive and well in the low end, it's high end that's the problem. The problem there is primarily the sheer cliff with spikes and angry gorillas that serves as the learning curve. UAX and better skill matching will go a lot further than new rewards will.

If you really want to bait more pve'ers to pvp, then has anet to give pve'ers for pvp more alternatives to gain FAME POINTS, other then only HA !!!, which is full of damn elitists and people, which take only people into team with r6+ on fame
you are anythign lesser ? => >KICK !!!!
Also if you want to lure more PvE'ers into pvp, you have to give PvE#ers finally a way to gain PERMANETLY 24/7 365, whenever you play the mode, for example the costum brawl - a way to gain ever, when you win GAMING POINTS !!!
This title is so fraking stagnant, ands its so ******* annyong to be able only every x months or so, ever only when a special event is runnign to be able to gain more Gamer Points.
We play now for 3 year, I nearly participated on every stupid event and too all chances i could get to make gamer points and i'm FREAKING STILL NOT EVEN R1 !!!!!, just only silly 625 Points atm and would have been the latest event now not, i'd be at only 485 >.>
This has realyl to be speeded up, so slow how we can work on this 1 title, its just pissing me off massively as PvE'er !! And we have to play Pvp for gamer point,s give us a permanent costume brawl thing pvp and give us as reward a pvp word, where when can work permanently on this 1 title, which i would call as pvp title and its also accound based, but that helps not much, when you can work on that title only every few months.
Dragon Arena would be also something id vote for permanent pvp mode, but it should get some improvements.
Give this mode more skills, only 3 skilsl and rest are rez signets is boring.
This PvP Mode needs at least also a Shield Shill, that can protect you for a shport tiem versus Dragon Blasts that come in frontal or a Skill with that you can create some field effect, like a Well Skill and when you stand in, Dragon Shots will have a 25% chance to miss.
also theres a speed buff skill ,there short be a speed reduce skill.
just some examples, but enough, also battles should go faster, reduce the needed kills to 15..., or increase it to 30 and give groups full size of 8vs8.
Also the rewarding could be nicer, instead of giving the winner a reward, everone should get ever 1 Gamer Point, whenever the own team makes a Kill.
This has to be changed !!!
PvP titles have to become for pve'ers more attractive, because they are simple too much grind and too limited onto single pvp modes so that those titles become maybe more interesting over those 2 grindtitles, like Luxon/kurzick or the other huge grind stuff (wisdom, treasure hutner ect.) for peopel, which don't have it so good with the money to buy direct huge amounts of items to max such titles in record times.
Hero Titles really needs to speed up, if it requires of a player to play 3 years of hardcore pvp grind, then this goey way beyond normality. maxing hero title for anyone, be it pve'er or pvp'er, when you seriously work hard on it, should not take any longer time, than maximum say 6 months to 1 yea, but NOT FREAKING 3 years and we have still NO SINGLE PERSON WITH R15!!!!!!!!!!!
However, if anet really wants a good start for GW2 ,they have to make alot of thigns in GW1 much easier, then they are now, otherwise will surely stay alot of people for long time in GW1, working on their title huntign main charas, until they are ready with them and their HoM to move on to GW2 to miss none of the goodies for GW2 and to be sure to have really done 101% of the game, having nothing left out, what you could REGRET!!!
Thats my point of view about the thing of mergign more PvE with PvP - this will only happen, if the pvp mechanics will reward more PvE charas for playing PvP, through reducing certain insane grindfest concepts about pvp's titles, because they are at the moment, beneath the zaishen chest the only rewarding and interesting thing for pve'ers to play PvP. Would they not exits, no ass of a pvE'er would ever interest for PvP anyway, anyone would just say only:
Why make me the effort to play pvp with my pve toon, when i can have the same shit alot easier with a pvp toon, that gets everything pushed for nearly free into its virtual ass ???!!!, where peopel can even buy everything to get unlocked >.>

This isn't nessarily about getting PvE'ers into high end PvP, but getting them to PvP more in general. The more they play it, the more they get used to it, the more they learn, the more they branch out, the more they wind up in guilds like kisu or casual GvG guilds, and the more they'll work themselves up from there if they so desire to.
But a Costume Brawl area is def. a very good idea. It's just so conducive to learning basic PvP stuff. Splitting was a viable tactic on the maps, etc.

This would certainly make a PvEr like me try a bit of PvP. To some extent.
Also, I'd like some improvements to the Observer feature thing. Make it so that you can save some matches to watch it later (up to a limit, like 5). Make it clearler for the observer in question to understand what's going on there, give pause, fast forward, and such. Ability to see what's affecting a given player, DP/MB, even Health and Energy.
Windows you could open where you could see attributes and skills, and maybe even gear used by each player. (Don't dare come saying that this would make people steal other's builds as that already happens all the time and everyone knows that, and that's easily made by experienced players). Anything that could make the observer more comfortable, as right now it's rather confusing. This could turn into something that even high end guilds could use to create and discuss tactics.
Also, not directly related to PvP, but it would be cool if that Trophy on Great Temple of Balthazar could provide some useful information about the winning guilds, like the build it was used by the winner, the "meta" on said tournament, and some observations from random people that knows about the subject regarding the finals and such.
Anyway, just two cents from a PvEr.
