Leprechaun, some of what you've mentioned has been edited into the OP, if I remember correctly, but I going to /sign on your limitations to the original idea.
I would presonally love to have some of the class specific skins for my characters. A Clairvoyant-skinned Curses staff? Or the Obisdian skin Earth Staff linked to any other attribute, like Protection Prayers? Yes please.

Hm... if there were a way to make some weapon properties work only in PvE, then there will be no problem.
You could make Green items have one PvE property, making green weapons really unique.
* XXXX (PvE Only)
You could then update the existing green items to get one PvE property each. And those weapons could be perfectly usable in PvP, and they will be 'legal', since the PvE property will be grayed in the description and won't work.
Then, you could make the Rago's Staff have a "+1 to Fire Magic", the Shiro's Daggers have a "Steal 5% of the melee damage taken from foes as Health" or a "+15% Block chance" to the Deldrimor Shield.

The idea sounds pretty good. Find a skin you like, mod it up good, and then turn it into a green so that you can give it a special name. Plus, it's limited to the character.

I like this suggestion the best. Considering that you can only mod weapons (gold, purple, blue etc but NOT greens) within the constraints placed by the current mod system, it is unlikely you will find someone crafting a crazy combination shield, sword etc. Lastly, your new personalized weapon should get a new color, which should be red, in order to avoid confusion. It should be customized (not dedicated) for that player only. Once personalized, the weapon cannot be modded or dyed any further. The weapons should NOT get a glow unless it has one naturally, like chaos axes do.
Furthermore, the guy who will do this change should be in HoM (which is currently very pathetic). For every rank of KoBD, you get 1 green named after you. This can be a focus, wand, staff, sword etc. This way, for upto KobD R6, you will have 6 chances to customize weapons for your main title grinding character.

i like this idea but maybe like every 2-3 ranks so that we wouldn't have everyone wielding crystallines and voltaics and every rare skin for six of their items

How the hell did greens ruin the game? If it's because they may have made peoples gold weapons/focus items they planned to sell for 100k+250 ectos less valuable, then who cares?
The idea could work, and to balance PvE/PvP just make the weapons unusable in PvP areas.

singed reasons number 1: I've always wanted to have a weapons name after my character. it is only logical that the end game weapon be named after your character since you "safe" them.
signed reasons number 2: with a little change, you can only craft something if the inscription and mod are already un-locked in your account.
and to the one who say it will be unbalanced for PvP lol, no it would not. you can craft PvP weapons to your liking with all the mods and inscriptions, you just don't get your preferred skin, plus its customise hence you can't use it for other character so, the unbalanced is not true.
over all signed for a good idea.

Unlike Fuzzy, I don't think that Greens ruined the game, but I can see where he/she is getting at. Greens are very easy means of getting good mods. Although not truly ruining the game, it makes the game easier.
Now I'm sure I said something on this thread before, but I'm too lazy right now to look through to see if I really did.
My current opinion is this:
/signed on the condition that you can only make a max of 1 per 2 ranks of KoaBD *so those 2 weapon weilders can get a weapon set named after them :P* and the type of skins be limited *so we don't get a million freakin' Crystalline Swords and Voltaic Spears*, Maybe have it so the more titles=the more options.
Also, remove ALL Non-endgame/elite area greens! I shall say that forever, no need for those pathetic Shing Jea/Istani weak greens and why are greens even around in Kaineng? Only "special" greens should be out of the Elite areas *i.e. Totem Axe, Oni Ungues, Kaolin weapons, etc* There are about 3 greens for each mod combination, no need for that many!
... ok, done ranting on how the Green Weapons are messed up...

You didn't read the post correctly. NOT everyone can craft a green crystalline. Only those who have a gold/purple crytalline or voltaic in inventory can opt to convert it to a green at HoM - one chance for every rank of KobD. So we will not be seeing millions of crystallines. You DON'T pick the skin from a list - rather you SHOW Mr. Green your favorite weapon which you want to be magically embued into a green. I hope this is cleared now before another guy posts the same comment.

OMG a good post in this subforum, wth is happening. only problem is that it'll never happen in gw1, they might add it to gw 2, but then again we dont know anything about gw2 weapons so even though its a good idea, lets keep dreaming for a few months

/signed, not sure if this has been posted, but I propose a more balanced idea.
Let's say I want a Shield for my Monk. I choose a Shield, however, there are only four categories-Strength, Tactics, Command, and Motivation (I think those are the correct ones). From there, I choose my Inscription and such. All are scaled to Req 9. I then choose all unlocked Inscriptions, I unlocked through IDing OR Balthazaar Faction (a little more encourgement to do PvP).

If it is to show the weapon, why, might I ask, would having a req 7 turning into a green be an issue? Also, everyone else seems to be speaking of the idea as you craft the weapon. Should it be show the weapon and it becomes green? sure, but then you can still have the same amount of Crystalline Swords and Voltaic Spears, you just need to buy/get those weapons beforehand. Either way, either you choose the skin or present the skin, it would be possible with any way of interpreting many posts to make multiple weapons of these. Don't say I'm the only one misreading the post, others are as well.

Okay, so we have the following restrictions so far on custom weapons.
-Must complete a HM quest/mission with prerequisites. So that W/Mo20 Imma Wammo can't just go out and grab one.
-They have to cost money. I'd say more money for a rarer skin. Maybe even materials?
-Customized on craft, and non-trade-able.
-Maybe a different color than white/blue/purple/gold/green. Maybe a darker blue. Or, maybe you could choose the text color.
-As for mods, you can't make anything ridiculous:
-Bows should be linked to marksmanship, staves to caster mods, etc. No protection prayers shields or swordsmanship scythes.
-All requirements will be 9+. I'd say less money for a higher req.
-Only mods that could come with that weapon. No furious staves, etc.
-As for naming the weapons, just make it "Name Name's Something Weapon." For me, I'd want "Jin Averru's Deathly Shadow Bow" or something. And that's too long anyway.
So in conclusion, this idea is completely ridiculous because we couldn't safely make any cool names anyway. Even with a filter, you could still have "Imma Wammo's Cancer Hammer" or "Monkz Rool's Hepatitis C".
