AGREED. the only argument that people have against it is that they cant get them. which dose not really matter because they would only be 1k armors and most people at least have one hat. maybe these wont be customized to the person so they could be traded but not added to the hat maker.

Oh go on wise one, what was the reason?
Maybe because festival hats could be easily obtained and they didn't want free armor floating around?
But wait! A crafter that requires materials + plat + festival hat = NOT FREE. So that point is null.
What other reason could there be then?

No. People have them anyway, it just allows them to wear them outside of towns.
Does it guarantee everyone will use them?
Not at all. Once the novelty wears off it'll die down in pugs. And at least it's a change from the norm.

Best way to implement this. Although I think the price should depend on the rating, so it should depend on your level.

Easy solution to this would be to make the festival hat reinforcers only in places where you can buy max armour anyway.

Omw i think this is a fab idea! I love my Jesters cap...I wear it all the time..except outside obviously. Oh and the witches hat...sigh yeh would be awesome..much better than Bandana ! lol i think it would absolutely classic to see dudes running outside with a "Radient Pumpkin Head of Superior vigor"
I think the festival hatmaker should give u an option, so u can choose which primary attribute will be the +1 modifier!

Another possible way would be to allow Armor rafters to reinforce armors by talking to them.
It would work like the Customize panel.
Keep item in inventory.
Talk to Armor crafter.
Select 'Reinforce'. Only level 20 armorers would have that tab.
The cost and material would be compared with the current item.
If the item is a mask, it would have full price: 1..15K, level 20 costs in materials.
If the item is another kind of armor (like a starting or a collector armor) the cost would be less, proportional to the difference in quality between the max possible for that piece of armor and the item you give to the Carfter to reinforce.
That way, turning a mask from a 0AL, into a piece of armor with max Level 20 AL would cost the same as making a new head piece.
And turning a Level 1 Canthan Assassin Mask would (the starting armor) into a level 20 one would cost a bit less than making it from raw: the price of the level 20 AL minus the price of selling the old armor to th merchant.

A.net wanted them to be 0 AL. Why? Because it looks ridiculous to see everybody in GvGs wearing snowman heads or pumpkins.
Also, they don't want people going around "lol you n00b you don't have a 2005 pumpkin mask," "lfg, experienced players only, need 2 year old mask or later."
Masks are (generally) exclusive. Minipets can be bought and traded. But masks are customized and can only be obtained at the time of the event. Allowing them to be used all the time creates a false value to them, since they become exclusive to people who showed up to the event. It goes against skill > time because no matter how good at the game you are, you will be unable to ever get the older masks.
An example from a game I've never played, Runescape. They had holiday masks in Runscape that were max AL. Unlike GW, armor wasn't customized. Christmas hats quickly became one of the most valuable items in the game since they could never be obtained again and the only way to get them was to trade.

There are very few if any reasons against this being implemented, apart from the time to program it in.
Reasons against
People will wear them all the time ---- They do anyway and when they wear them outside only their party members will see.
Its free armour --- not at all you either scale them to the armour you are wearing, or you allow them only on max level armour both already suggested.
suggestions
They could have it stack with your helm ie its a magical effect so you are wearing it over the headpiece.
You could even have it work as a localised transmog potion collectable at festivals that give you the festival hat for an hour or so.
Something else to collect at events and fill storage.

Unless that's changed, holiday items have never had armour. Santa hats used to have a magic boost but that was taken off if I remember right. Party hats are so desired as it was the earliest of holiday items when so few played and now the game has many more playing. Supply and demand kicked in. Since this wasn't the ideal use Jagex had in mind, they decided to make the more recent holiday items bound to you and cannot be traded. Even the holiday items like the scythe have such a small bonus that you'd sooner use a level 10's sword over it.
