Nah, it's just that in gambling, those that place more bets get more chances to win, so that would not work as a gold sink, but as the opposite of that: Gold calls gold.

There's no point on that.

well parents are the people who buy the games in most cases thus what a parent will deem unworthy they will not buy thus hurting gw sales.

On topic: Another suggestion that belongs in GW2, because it's not happening in GW1. I don't think Anet would support this, as masamune said, they got rid of /roll in towns for a reason.

Excellent idea, gets my full support.
Legitimate gambling handled by the game, and it's not simple random gambling but betting - the highest form of gambling.
I would absolutely love it in game and would spend stupid amounts of gold on it
