I'd say most of the problems currently in GW are actually the multi function and or condition Elites, in turn all this does is compress bars and leave room for more added utility or an increase in DMG overall, TBH the only Elites worthy of multi functions in my eyes should be monk elites. Take a look at Searing Flames, it's aoe, causing burning and if foe is already burning he takes x dmg, plain and simple it produces nothing but gimmick builds. How often are elites disabled anyways to warrant such drastic changes to Elites in their current form.
Anyways with the above mentioned, I guess Anet could do the suggestions in this thread for PVE since things are separated now, but for the PvP side of things it would be a real nasty idea to give more functions to elite skills.

For all the proposed buffs, I had PvP in mind, intentionally. Also, many changes I've added prevent them from being abusive.
For example:

Ravenous Gaze - Change Functionality: "If you have less health than target foe, you steal 10..25% of target foe's remaining health (maximum 120)."

This skill is self-limiting in the team build. If four people use it against a 480 HP target, each time you use it, it would become 25% less effective because it's based on the remaining health, not maximum health. Also, the "less health" clause prevents reliable spike use, because it's very unlikely the entire team would have less than ~360 health each. Also:

Ray of Judgment - Lower cost and recharge to 10. Causes burning for 3 seconds. This skill does half damage to foes that are already burning.

This can't be used by a team spike, but would make a lone Smiter useful as part of a team. All other non-smiting skills are still disabled.

I think all your ideas are good, but ever since i got nighfall i've wondered "who would ever use Avatar of Grenth?" it's HORRIBLE. now your buff would work, i mean people would actually use it in some builds. But how about this... "Take the form of Grenth. For X...X seconds, your attacks cannot be blocked (notice there's nothing after this) and your attacks deal earth damage." So no damage buff but u can't be blocked. Idk just an opinion i love the avatars

Updated a handful of skills. Notable ones include:
Wastrel's Collapse - Increased cost to 10. Increase recharge to 12. Changed to half-ranged spell. Change functionality: "If foe is not casting a spell or attacking, you knock down target foe and shadow step to their location."
Zealous Vow - Added: You move and attack 25% faster when your energy is above 50%.
"The Power is Yours!" - Energy degeneration removed. Increased cost to 15. Change Skill Functionality: "For 15 seconds, all other allies in earshot have +0..2 energy regeneration. This skill ends after you use 1..3 skills."
