My skill is cooler than yours...
I think that in an attempt to add a little variety to the skills that are use in guildwars (cause lets face it, once a skill is proven usefull everyone uses the same one in a tournement) i think that they should make customizeable skills. skills that only level twenty characters, or characters that accomplish something that not every one can do such as complete all three campaigns, can create. For example:
Jimmy the level 20 necromancer who happens to have completed all three of the campaigns on hard mode and is working on GWEN is getting tired of Nancy the level 20 necromancer who has done nothing, use the exact same skill as him in a tournement and still manage to kill him. So we give Jimmy as skill of his own, "Jimmy's Own Skill", if you will, and now all of the sudden Jimmy can sacrifice 75% of current life to kill Nancy (Because thats how awesome "Jimmy's Own Skill" is.)
I think depending on class, attributes, and in-game achievements that would be counted much like the Xbox Live achievements are you should be able to (to an extent) customize ur own skill.
Ex:
Avaliable awesomeness points(or achievement points, just trying to make this less boring): 5
Skill type: Sword attack
Droplist of choices for sword attacks:
i)enemy is knocked down for 5 seconds(with a ratio of 5 seconds to 1 awesomeness point)
ii)enemy is bleeding for 5 seconds(5seconds to 1 point for a maximum of 20 seconds)
iii)(personal favorite) if enemy is in a stance, enemy is decapitated and this skill is disabled for 5 minutes.
etc etc.
Quote: (to be displayed when skill is used.) ex:Heads Up... HA!
And that would be a basic example of how to customize said personal skill. Im not saying it has to be done that way, thats just so u get an idea of what im pitching here.
Pros: More diversity among characters.
It would look awesome in the middle of battle if a dervish floated into the air saying "Give me your soul!" and all adjacent foes lost 50 health.
Do you need more than those two?
Cons: Well, not everyone can be as awesome as everyone else so there would be the jealousy factor.
That was alot to type and it probably looks pretty jumbled but i hope you all got the point. peace.

Not really into the idea because of one reason.
Chances are, there would be only a few good customization options available, and a whole lot of crappy ones. Everyone who could customize the skills in a super-awesome way would do so. Now we are back where we started; everyone using the same skills.
On a side note I like the "Give me your soul" idea.

Maybe the worst idea ever. The whole point of PvP in this game is that talent is ranked over time spent. Not to say that the game is perfect in any sense, but having a leet imba skill because you took the time to beat the game before jumping into pvp is ludicrous.

If jimmy has done all that stuff, then jimmy should be BETTER then jill (or wadeva her name was). Therefore, when they fight jimmy should win. If jill is better, then either jimmy sucks, or jill is a natural.
This isnt wow where time = power, this is gw. If you dont like it /uninstall.

woot we'll all equip jimmy's awesome skill!
Now, instead of 1-8, 2-7, 3-mesmer or 6, we'll have 1-1, 2-2, 3-3, 4-4, 5-5, 6-6, 7-7, 8-8 and everyone can sac 75% of their hp to insta-win! Ofc, they'll all have to be mesmers with 16 Fast Casting to win

I thought you meant that:
as your character progress in the game, for instant as a noobish elementalist you are born knowing how to summon meteor shower so you make a skill meteor shower but at a lower lever you must use and enormous amount of energy to summon it,, because yours a noob elementalist and does not know how to properly summon meteor shower yet, so as time pass you become more skillfull so you make meteor shower to use only 5 energy, but there's a max and min energy requirement, and this will be related to the recharge time, casting time and damage done, if you have more on energy you do less dmg and rechareg takes longer, of you can make it with no recharge time but uses more energy

Impractical. If this is all because people keep using the same builds, just ask for more variety of skills and let Anet do the work. Honestly, this seems as unlikely as the possibility of PvE skills allowed in PvP matches. I'm tired of people using the same builds too, but the fact is those builds are probably that good. PvE is the best place for variety anyways and no matter how many mainstream builds there are, there is always a way to get through the game with your own build. PvE isn't too tough, so the choices can be vast. The only customizable variety that I know we can get is to use a text mod to change the image and maybe changing the animation of that skill. That's it. I think your idea calls for too much effort in designing balanced tools to customize a skill. Not only that, you're suggesting a rather bogus criteria to determine who can create their own skills. I mean, Awesome points? Besides, I can guess that the homemade skills we make would end up being close replicas of the skills that are already out now. That makes the idea pointless, so it's not going to happen. Just use a text mod to decorate the skill icon and the skill animation. That's all anyone can do.

My monk should be able to cast an unstrippable MoP on the entire party for 10 minutes, with the skill having a 3s recharge.
This is obviously because my skill is cooler than yours.
But you already have that in terms of PvE-only skills. Your skill is stronger the farther you are in the game and the more you grind. If you're suggesting this for PvP, then I'll just laugh at the stupidity of the idea.

Or you could just delete the entire "PvP character/PvP equipment" part of the game, and you'd have the same effect roughly. Bad idea. Not only does it allow for insanely overpowered skills (which everyone would use), it would ruin the entire "no grind" concept which still is still somewhat in place in PvP.
