It does not make sense to me, mapping is a burning example of a per-character achievement. Therefore the title should be per-character as well.

While I understand the concept of the OP's request, I'm not too sure what to think about it.
It would be nice to have all outposts unlocked, specially those that are far out of route and only visited when hunting skills or vanquishing.
Given that a character has already finished the game (and for Tyria had finished the ascention mission), I don't see much harm in this.
On the other hand, I can't think of any outpost that is really hard and annoying to reach.
Maybe some in Southern Shiverpeaks or the jungle but that's about it.
So I don't really care to be honest.

I would say: Granite Citadel, Tarnished Haven, Lair of the Forgotten, and.... Well that's about it... and even they are pretty easy to get to :P But looking at it the other way: If it isn't very hard to reach those destinations anyways then it shouldn't be very harmful to make them accessible.

That is exactly why I think this is actually a great idea. It's not hard to reach the outposts, but it can be annoying. This idea wouldn't give you any advantage over other players, as you've already completed the campaign. This idea is so completely harmless that I don't even understand how anyone can be opposed to it.

yeah cos it's always nice to have everything on a plate once your've reached a certain level in the game. but each character in my opinion is a fresh start and how would it work? yeah i have a lvl1 monk who can go to all the outposts but cant do the missions cos i haven't done the quests. A-net designed the game to be played and outposts discovered as characters progressed. It won't be my lvl 1 monk however sitting in ember light camp looking for a party tho.

I must be adamant on this one.
Achievement titles are directly linked to the Character.
Carthographer it's an achievement title.
It can't be done, unless it's to another character of the same profession.
Hm... maybe they should turn all the character-based stuff in the game into profession based.
But they can't definitely be account-based.

Dami, please try actually READING the thread. The suggestion is not to allow all characters to enter all outposts; only unlock outposts for characters that have already completed the campaign. Last I checked you couldn't complete a campaign and remain a level one.
Seriously, I don't think that half the people posting in this thread even bothered to read what the OP is suggesting.

/not signed.....I have GM cartographer on 4 characters already, if the others want it, they will have to do the same thing those 4 did (the first one did it BEFORE texmod too).
