There has to be limiations on this, such as one change every couple of months or so, a fee for this, and a limit on the amount of changes one particular character can go through.
Whoever said that real money should be used? Consider this, do you really want to spend that much real money to change a simple aspect in a game?
Anyway good idea but has to have limitations. Right now i think they should just at least add face/skin color/hair color or Style changes that arent available when u start the game.

Ya, I'd love this. I named one of my characters something that my friend didn't like so he hacked me and deleted the guy and the guy had 17k and the Deathbringer on him. Be nice if I could have changed it.

but make it much like territory changes : put it inside account maintainance, and put a maximum number of changes / character, and a timelimit between changes, maybe even add an ingame gold price, where you need to buy "name change credits" before you can change a toon's name.

Because I have been in a situation where I've run a character up and then fallen out of like with the name I chose. I don't see how it would be 'abused' because there are filters against using offensive names. I do agree that there should be a fee and a substantial fee at that. Think of it this way, you could have an NPC (name registrar) pay 1 or 2k and he will change your name for you. It's not unreasonable considering that's what it costs to change your cape. Plus if you've put so much time and energy into a character that you don't want to delete it just to change it's name 1-2k is nothing to get rid of a name you no longer like.

If they ever do put it in it they should make it so you can only change it at most a couple times, and have to wait at least a month if not longer. As much as I think it would be nice it really isn't that big of a deal. I really don't like my main characters name (didn't even realize the last name was the same as a Harry Potter character until someone pointed it out in-game) but it doesn't bother me enough to stop using him. After all, it is just a name.

Name changes can become mistakes sometimes. You think a name sounds cool and than half way to level 20 you realise you no longer like that name and wonder why in the world you picked it.
I have a mesmer whose name I wouldn't mind changing, actually. I liked the name but my character's are like small family members to me, like having kids, and I want names that suit the way I play the character and how I see them. May sound corny but it is just the way I see it.
I think there should be an option to change one's character name, but have restrictions so that people aren't just changing character names every five minutes. Say, a limit where you can do it after a month or when you hit level 20. I do reckon there should be a price to pay for doing it though, 2k or so, which you pay to a specific NPC at some point in the game. Like how you can change secondary professions when you get so far, you know?
Even if I had no desire to change a character's name, I believe that the option should still be there for those who do want to change their character's name. Makes it fair, instead of having the urge to delete your character and restart just based on a name. Although I do understand the sillyness of deletions based on only a name, but it is better to have a character you are completely happy with than to have one you aren't.

This is a dead horse. This issue has been discussed several times over, across a great many websites that are monitored by developers.
The ultimate outcome of this discussion was, that it was not possible to do this type of casual name change for security reasons.
The following is a link to the official PlayNC Support response to request on Character Name changes

if you customize a weapon it will still show customized for *banned name* which proves the account is unchanged.
this is a mess they will not touch.

Who really cares if it's a mask or not? The name that is displayed to others will be different, and that's really all that people are asking for. What you're doing is merely semantics and curmudgeonry.

I agree, but I do think the customized items are coded dynamically with a hidden attribute and so is the name, rather than linking to the name itself as reference.
For example,
Player name is: player(113567).name
Player customized weapon name: "customized for:" + player(113567).name... like that.

This doesn't really improve gameplay itself, and it'd encourage people to just make characters without really thinking about their names. I have a couple of characters whose names I don't like, but I'd still rather Anet spend their time on changing some more worthwhile aspects of the game.
